Since 2007, ZemiTek has provided technical assistance, project management, information technology (IT), knowledge management, monitoring and evaluation, training and learning development, and institutional support services. Position Description Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries. The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country. About the Position The Senior Epidemiologist will provide high-level technical assistance to strengthen outbreak prevention, detection, and response using a Multisectoral Health Framework in Haiti and support the Ministries of Agriculture and Health in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives The position will support the Ministry of Agriculture, and animal health protection services while reinforcing collaboration with the Ministry of Health to improve integrated surveillance, laboratory coordination, specimen sharing, and joint response mechanisms for priority zoonotic and emerging diseases. The role focuses on harmonizing surveillance processes, standard operating procedures (SOPs), data sharing, and best practices between human and animal health sectors, with particular emphasis on collaboration between LNSP and Laboratoire Tamarinier. Responsibilities Multisectoral Health Framework Surveillance and Epidemiology Provide technical assistance for the design, strengthening, and implementation of integrated Multisectoral Health Framework surveillance systems for zoonotic and emerging infectious diseases. Support harmonization of epidemiological surveillance methodologies, case definitions, and reporting tools across human and animal health sectors. Reinforce the systematization of monthly situation room for animal health surveillance with human epidemic potential, align with MSPP DELR practices and priorities Analyze and interpret surveillance data from agriculture and health sectors to inform risk assessment, early warning, and decision-making. Support joint outbreak investigations involving animal, human, and environmental health actors. Outbreak Prevention, Detection, and Response Strengthen preparedness and response capacity for priority zoonotic and animal diseases with public health implications. Provide technical guidance during outbreak investigations, including field epidemiology, data analysis, and response coordination. Support development and testing of multisectoral contingency plans, rapid response mechanisms, and simulation exercises. Promote early detection strategies and community-based surveillance approaches where relevant. Laboratory Coordination and Specimen Sharing Support harmonization of laboratory processes, SOPs, and quality practices between LNSP and Laboratoire Tamarinier. Facilitate development and implementation of specimen referral, sharing, and transport protocols between animal and human health laboratories. Promote joint laboratory data sharing, result interpretation, and feedback mechanisms to surveillance units. Support strengthening of laboratory-based surveillance for zoonotic diseases, including linkage of laboratory and epidemiological data. Multisectoral Collaboration Serve as a technical bridge between the health global protection coordination, the DoS-funded Project STRIDES, CDC and the LNSP and key stakeholders to operationalize the Multisectoral Health Framework approach. Support establishment and functioning of multisectoral technical working groups and coordination platforms. Promote alignment of policies, guidelines, and standard practices related to surveillance, outbreak response, and laboratory collaboration. Support collaboration with international partners, research institutions, and regional networks as appropriate. Capacity Building and Technical Assistance Work with CDC to ensure animal health is integrated in the FETP program Provide on-the-job mentoring and training to national and subnational staff in epidemiology, surveillance, and outbreak response. Support development of training materials and guidelines related to Multisectoral Health Framework surveillance and response. Collaborate with CDC, national training institutions, to pave a way for the sustainability of the FETP program beyond U.S.G funding, graduates’ integrations in the national system and the public sector. Strengthen capacity for data analysis, interpretation, and use at ministry and laboratory levels. Reporting, Documentation, and Knowledge Management Prepare high-quality technical reports, surveillance summaries, and outbreak investigation reports. Document best practices, lessons learned, and recommendations to inform policy and program improvements. Support monitoring and evaluation of surveillance and response activities. COMMUNICATIONS Regular conference calls with multisectoral stakeholders, U.S. Embassy and GHSD Washington to review progress, discuss activities and address emerging issues. The GHS Technical Advisor should provide information and avail him/herself for calls/meetings with the State Department/U.S. Embassy as requested. The advisor will provide monthly reports to US Embassy/U.S. Department of State REPORTING: The Senior Advisor will provide a detailed monthly report to the U.S. Department of State at the end of each month. Additionally, the Advisor may be required to submit additional reports at the discretion of the U.S. Department of State and LEAP Global. The format for reporting may be adjusted with concurrence from the COR. Qualifications Advanced degree (MPH, MSc, PhD, DVM, MD, or equivalent) in public health, laboratory sciences, veterinary medicine, microbiology, epidemiology, or related field. Minimum 8–10 years of progressive experience in laboratory systems, zoonotic disease surveillance, epidemiology, infectious disease, Global Health security; at least 3–5 years in coordination/leadership roles. Experience collaborating with MSPP, CDC, USG or similar. Experience in PEPFAR, PMI and other multilateral infectious disease and epidemic control program.
