World Learning is a leading international non-profit organization advancing education and exchange programs worldwide. We are seeking an experienced Program Manager for an anticipated program funded by the Department of State's Bureau of Educational and Cultural Affairs (ECA). The Program Manager is a senior-level position that requires specialized technical knowledge of professional exchange programs, including implementation experience. The Program Manager must oversee the daily management of a large-scale program that deploys American English teaching experts to key institutions worldwide to advance U.S. strategic interests. The Program Manager must facilitate project matching and manage placements for virtual and in-person assignments ranging from a few weeks to approximately 10 months across fiscal years. The Program Manager will serve as World Learning's primary contact and collaborator with ECA for strategic planning and program direction, and must stay informed of policy-level issues and other key developments related to program implementation, staff management, and budgets. The Program Manager will be responsible for ensuring compliance with all program requirements. The ideal candidate will have a proven track record of strong leadership, organizational management, and exemplary communication skills; have the ability to solve problems quickly while ensuring program quality and integrity; and be a dynamic individual able to work effectively and respectfully with colleagues across the organization and with partners and stakeholders both in the U.S. and overseas. Recruitment is contingent upon the successful award of the project. Essential Duties and Responsibilities • Oversee the administration and implementation of the English Language Fellow, Specialist, and Virtual Educator Program. Specific responsibilities include funder relations, award compliance, program outreach and promotion, oversight of the program management system, and the monitoring and evaluation plan. • Supervise a team of program, technical, and administrative staff and consultants, as needed. • Establish processes and procedures for sound program administration and provide daily oversight of program staff and operations. • Engage strategically with ECA to provide key recommendations on program planning, administration, and direction. • Develop and oversee a strategy for targeted outreach, marketing, and communications to recruit a pool of qualified applicants while maintaining effective communication with program stakeholders to support the recruitment goals. • Oversee implementation of a strong and consistent pre-departure program and monitoring protocol that focuses on experts' well-being and success, and an alumni strategy that is cost-effective, flexible, and scalable. • Oversee all program information management platforms and print and digital materials to promote the program. • Liaise with potential English language experts and other partners by attending relevant conferences, meetings, and other outreach events. • Remain current in developments in the field of English language teaching. • Manage the preparation and timely submission of high-quality, data-driven reports to the funder. • Track and monitor all program costs, working closely with Finance staff to ensure that budgets remain on track and cost share obligations are met. • Other duties and assignments as required. Requirements • Master's degree in a relevant field required, plus five years of related work experience, or a bachelor's degree and seven years of related work experience • At least 8 years of experience managing USG-funded projects to a high standard, including a strong focus on compliance, quality, outcomes, and positive donor relations. • Knowledge of USG policies on academic programs; familiarity with the English Language Fellow, Specialist, and Virtual Educator Program strongly preferred. • Knowledge of the U.S. higher education community, including English language teaching and Teaching English to Speakers of Other Languages. • Strong cross-cultural and communication skills with experience coordinating with U.S. Embassies and in-country host institutions. • Excellent organizational ability, computer literacy, and social media skills. • Experience handling visa requirements is desirable. • Strong leadership and personnel management skills.
