Job Details Level: Senior Job Location: 9728 KENT ST - ELK GROVE, CA 95624 Position Type: Full Time Education Level: 4 Year Degree Travel Percentage: Up to 25% Job Shift: Day Position Summary: The Executive Director of Social Services provides leadership, management, and administration of the Tribe’s Department of Social Services (DSS), ensuring that all programs and services protect and assist the Tribe’s children and adults, promote family unity and well-being, strengthen Tribal sovereignty, and uphold the Tribe’s culture, traditions, customs, and values. As a key Tribal leader, the Executive Director ensures that all services are delivered in accordance with the Tribe’s laws, values, and its commitment to family preservation and cultural integrity. Essential Duties and Responsibilities: Provide strategic leadership and oversight of all DSS programs, divisions, and initiatives. Operate within the departmental budget and ensure fiscal accountability. Establish and maintain internal divisions and offices as needed (e.g., Minors Division, Adults Division, ICWA Division, Domestic Violence Prevention Division). Oversee programs that provide for the welfare, care, and protection of Wilton Children, Vulnerable Adults, and Wilton Families. Ensure culturally appropriate case management, investigations, and interventions. Develop and implement family-centered, culturally responsive case plans. Administer grants and third-party funding to support the Department’s mission and programs. Serve as the Tribe’s representative for ICWA matters involving Wilton Children. Collaborate with Tribal, federal, state, county, and non-governmental agencies to coordinate services and advocate for the Tribe’s interests. Submit quarterly and annual reports to the Tribal Council through the Chief Administrative Officer and Chairperson. Directly supervise departmental staff. Exercises authority to hire, evaluate, and recommend personnel actions. Ensuring personnel decisions are consistent with Tribal employment policies. Oversees staffing levels and assignments within approved budgetary provisions. Promotes accountability, professional growth, and cultural competency among staff. Promote family well-being, domestic violence prevention, and cultural education through community programs. Perform other duties as directed by the Chairperson or Chief Administrative Officer. Knowledge, Skills, and Abilities: Comprehensive understanding of social service systems, child welfare, adult protection, and family support services within a Tribal government context. Knowledge of ICWA, Guardianship, Family Protection, and Domestic Violence Prevention laws. Strong leadership, administrative, and fiscal management skills. Excellent communication and collaboration skills. Ability to lead with cultural humility and uphold Tribal values and traditions. Commitment to maintaining confidentiality and professionalism. Ability to operate standard office equipment. Ability to lift up to 20 pounds. Qualifications Minimum Qualifications: Bachelor’s degree in Social Work, Public Administration, Human Services, or related field (Master’s preferred). Minimum of seven (7) years of progressively responsible experience in social services, including three (3) years in a supervisory or management role. Experience working with Tribal communities and familiarity with Tribal governance structures. Knowledge of federal and state social service programs, ICWA, and grant management. Must successfully pass a background investigation and maintain confidentiality under Tribal and federal laws. Must pass a pre-employment drug screen and random drug test as requested over the course of employment. Travel is required. Must possess a current California Driver’s License, safe driving record, and be insurable under the Tribe’s vehicle insurance policy. Working Conditions: This position requires a combination of office and fieldwork, including occasional travel and attendance at evening or weekend community events. The role involves handling sensitive and confidential information and requires the highest ethical standards.
