WAYNE TOWNSHIP PUBLIC SCHOOLS Wayne, New Jersey JOB DESCRIPTION TITLE: F- 001 - Director of Facilities Management EDUCATION AND EXPERIENCE REQUIRED: • Graduate of an accredited four year college or university desired. • New Jersey Certified Educational Facilities Manager certification. • New Jersey Certified School Safety Specialist desired. • New Jersey Locksmith, Burglar & Fire Alarm licenses desired. • Minimum five (5) years experience managing multiple projects. • Demonstrated knowledge of architecture, school construction, engineering, plant operation, maintenance and management, and school safety. • Must possess and maintain a valid New Jersey driver’s license and a satisfactory driving record. • Required criminal background check. REPORTS TO: School Business Administrator/Board Secretary SUPERVISES: Custodial, maintenance, groundskeeping and assigned district staff. JOB GOAL: The Director of Facilities Management shall be directly responsible to the School Business Administrator/Board Secretary for the complete daily operation of all school facilities as they relate to providing students and staff with a physical environment that is healthy, safe and efficiently operated. PERFORMANCE RESPONSIBILITIES: Planning and Scheduling • Assume responsibility for the comprehensive overall planning and scheduling of maintenance and repair requirements of the district’s facilities • Plan and implements a program of required preventive maintenance for each facility and reports these activities in an annual comprehensive maintenance plan • Establish appropriate maintenance, grounds keeping, security and custodial requirements for each district facility • On a regular basis, inspect each school and office building and confers with the principal regarding custodial care • Ensure the optimum operation of all fire alarms, intercom and security systems • Select and administers an inventory of maintenance, custodial and grounds supplies and equipment • Coordinate and inspect the maintenance, improvement and renovation work performed by outside contractors verifying the terms of all such contracts have been fulfilled prior to authorizing final payment • Examine school buildings and offices on a regular basis to determine needed repairs and maintenance • Directs the preparation of playing fields, grounds and other necessary facilities for athletics and other school activities • Coordinate the development and implementation of departmental objectives • Ensure the continued development of computer-assisted controls • Provide for the in-service and/or workshop training of departmental personnel • Interact with the district’s architect to ensure the timely completion of all projects • Supervise outside contractor work related to district maintenance and repair projects • Interact with the district’s Architect and Construction Manager in supervision of construction projects Environmental and Health • Develop long and short range maintenance and facilities plans/programs (HVAC Equipment, emergency response plan, energy management plan) to ensure resources are effectively utilized; oversee implementation • Assume responsibility for the implementation of the district’s school integrated pest management policy as required by statute • Provide proper notification of soil contamination and other identified hazards including construction hazards, maintains required records, and responds to inquiries regarding any notifications • Oversee the appropriate use, storage and disposal of hazardous substances • Participate in the development and implementation of the exposure control plan • Monitor the use and regular maintenance of the ventilation and air conditioning system (HVAC) • Monitor the use and regular maintenance of the heating system • Monitor the use and regular maintenance of the school building fire alert and suppression systems • Monitor the use and regular maintenance of the emergency generator to ensure operation consistent with state and federal standards • Assume responsibility for Right-to-Know data practices, procedures and record-keeping under the direction of the school business administrator • Maintain procedural manuals and log books for maintenance tasks and equipment operations in accordance to local, state, and federal guidelines/regulations • Work in consultation with the school nurse in developing and executing environmental accommodations related to student health and safety and implementing specific cleaning, training, and other required measures to further the protection of students and/or staff members with potentially life-threatening allergies and/or physical disabilities • Work directly with local city officials and others to resolve problems associated with care and maintenance of buildings and grounds Hiring and Work Assignments • Recruit, screens, recommends for hiring, assigns and supervises all custodial, maintenance and groundskeeping personnel. • Assign staff to work locations and maintain a schedule of tasks for workers. • Assist the Board in arriving at negotiated agreements with staff groups. Finance and Procurement • Interface with the Business Administrator to ensure regulatory compliance and budgetary solvency • Prepare and administers the custodial, maintenance, and grounds budget, including Repair/Maintenance Building, Repair/Maintenance Supplies, Upkeep Grounds, Custodial Supplies, Operation of Vehicles, Office Supplies, and Repair Maintenance Equipment • Confer with school principals, landscape architects and other parties in budgeting and making plans for landscaping, planning and maintenance of various school grounds • Prepare, monitor and analyze department financial accounts • Maintain an assessment of departmental expenditures • Recommend for purchase necessary equipment and supplies and maintains related inventory • Determine and establish detailed specifications pertaining to supplies, materials, equipment and local contract work Building Policy, Regulation, Guidelines and Training • Establish guidelines for the division of responsibility for minor in-school repairs and emergency repairs • Keep abreast of new work methods, procedures and equipment • Ensure that standards consistent with all applicable local, state and federal laws are maintained • Organize and implements an orientation program on proper operation and maintenance of school facilities for departmental personnel • Attend training sessions or assigns appropriate staff to obtain necessary instruction • Organize and implements an orientation program on proper operation and maintenance of school facilities for departmental personnel • Attend training sessions or assigns appropriate staff to obtain necessary instruction 8. Maintain, update and submit all Facilities records in accordance with local, state and federal regulations. 9. Ensure Compliance and act as the liaison for the following: School Safety Specialist, IPM Coordinator, Lead Water, NJQSAC, Security Plans, Indoor Air Quality, Hazardous Communications, Asbestos Management Plans, Air permits, Inspections of Fire Suppression, Kitchen Hoods, Fume Hoods, and all other not otherwise specified required inspections and documentation. OTHER DUTIES: Perform any duties and responsibilities that are within the scope of employment, as assigned by the Business Administrator, and not otherwise prohibited by law or regulation. TERMS OF EMPLOYMENT: Salary and work year to be determined by the Board of Education. ANNUAL EVALUATION: Performance of this position will be evaluated annually in accordance with the Board’s policy on the evaluation of non-certificated staff.
