Program Control Analyst 1 JOB SUMMARY: The Program Control Analyst 1 (PCA1) provides entry-level financial and administrative support for government program operations. The PCA1 will work closely with project managers and other stakeholders to monitor progress, identify, and resolve issues, and take corrective action where necessary. This position is responsible for maintaining accurate project financial documentation, preparing reports, and providing support to the project management team. The role ensures adherence to internal financial procedures and supports compliance with customer reporting standards under close supervision. As with any position, additional expectations exist.  Some of these include, but are not limited to, adhering to normal working hours, meeting deadlines, following company policies as outlined by the Employee Handbook, communicating regularly with assigned supervisor(s), staying focused on the assigned tasks, and completing other tasks as assigned. RESPONSIBILITIES: * Track, analyze and report progress on contracts of varying size and complexity with limited supervision. * Track project labor, subcontractor costs, and material charges * Responsible for capturing costs incurred and commitments and comparing against plans. * Administer subcontract funding, prepare Monthly Project Review presentations, and produce financial deliverables as required for internal and external use. * Develop ROM’s/Cost Estimates for task order pricing units. * Process 75% LOF (Limitation of Funds) notices and RAFs (Risk Authorization Form). Must be able to distinguish direct and indirect efforts. * Support invoice and funding reconciliation efforts * Collaborate directly with the customers or COR (Contracting Officer Representative) on questions/concerns/issues. * Serve as a liaison between the project team and other functional groups within the organization, such as accounting, purchasing, contracts and human resources. * Assist with data entry and update internal financial trackers * Provide training and support to project managers and other team members on the use of project control systems and processes. * Conduct post-project reviews to document lessons learned and make recommendations for future projects. * Maintain a central repository of project documentation and ensure that all relevant parties have access to the most up-to-date information. Maintain documentation archives and version control QUALIFICATIONS: Basic: * Associate’s degree in Accounting, Finance, or equivalent. * 2+ years’ experience in a Program Control Analyst/Project Financial Analyst role working with government service contracts. * 2+ years’ experience working with the Federal Acquisition Regulations (FAR) and Defense Acquisition policies. * 2+ years' experience communicating financial information and scenarios with management and Project/Project Managers. * Experience in the generation of cost performance reports on government contracts; familiar with FAR & DFAR. * Working knowledge of Generally Accepted Accounting Principles (GAAP). * Proficiency in Microsoft applications, Intermediate proficiency in Microsoft Excel. * Experience developing and maintaining complex financial models. * Excellent organizational and analytical skills and critical thinking skills. * Motivated initiative-taker and able to work independently with minimal supervision. * Ability to pass DoD background investigation. Preferred: * B.S. in Business Administration/Accounting/Finance or equivalent. * Knowledge of Forecasting, Cost Burdens, Labor Accounting, Tripwires, Contract Funding Obligation and De-Obligation, and Contract Closeouts is desired. * Familiarity with Deltek, Unanet, or other ERP systems * Experience with various contract types (CPFF, CPFF LOE, T&M, and FFP), Billing invoice experience and understanding of unbilled data, Contract Administration is a plus. * 2+ years’ experience with Government Accounting terminology/acronyms (i.e., CLIN, SLIN, ACRN). * 2+ years’ experience working with Wide Area Workflow. * 2+ years’ working knowledge and experience with corporate accounting systems. * Working knowledge of Google Workspace
