Job title: Community Services Program Coordinator (Therapeutic Recreation) Company: City of Rockville Job description: Job Summary This position is responsible for performing therapeutic recreation and youth development programming and the administrative and reporting tasks related, and information and referral to community and social services relative to youth and family programs and development. The work requires sufficient knowledge to perform and deal with work situations; and, outside and inside contacts to carry out programs requiring cooperation, explanation and persuasion. The work is subject to general instruction and instruction and supervision specific to therapeutic recreation and youth development. The work is also subject to established routine and/or standardized policy and procedures; effects and has meaningful impact on individuals and citizens. The incumbent participates with others, both inside and outside the unit in program development and service delivery. The work is during and/or just before or after the school day and flexible within those times. Essential Job Functions • Plans, manages and coordinates youth and family programs and services. • Serves as clearinghouse information provider to City residents for all City, County, State, Caregiver, public, private, and non-profit Social Service resources, including services for persons with disabilities. • Integrates youth development initiatives into a coordinated program and expands efforts to include a larger number of youth. • Develops informational and promotional materials that describe the programs. • May coordinates youth programs with various Recreation and Parks programs. • May supervise part-time and volunteer employees. • Works with civic groups, parent and student groups and other community organizations in assessing and determining social service needs and desires and implements programs and services to meet these identified needs. • Assists with information and referral resources to the public. • Performs follow up investigations on effectiveness of referrals, interventions, etc. • Performs community outreach and assists with program management as needed. • Position requires a valid driver's license to transport program participants. • Plans educational offerings for parents, schools and community (e.g., parent training, drug abuse prevention education, bullying, gang recognition/prevention). • Creates and submits monthly and quarterly reports detailing program activities, including data collection related to the program's interventions. • Performs other duties as required. Qualifications Education and Experience: Bachelor's degree in social services, social work, counseling, recreation, or closely related field from an accredited university or college plus two (2) years of progressively responsible work in the coordination and/or delivery of therapeutic recreation, youth development, community and social services; or any equivalent combination of education and experience. Special Qualifications: Being fluently bilingual in English and Spanish is preferred. As a condition of employment, all new hires, including part-time, temporary and seasonal employees, reporting to the worksite, as well as working remotely, are required to have received at least the first dose of the Moderna or Pfizer vaccine or the single dose of the Johnson & Johnson vaccine prior to their start date. New hires will be required to receive any additional doses (including the booster shot) of the COVID-19 vaccine in a manner and schedule consistent with the current CDC guidelines. Weekly COVID-19 testing will be required until fully vaccinated. New hires, except individuals who have worked for the City any time after October 8, 2021, may submit a request for a religious or medical accommodation (exemption). All requests will be reviewed and evaluated on a case-by-case basis. New hires will be required to submit weekly COVID-19 test results if they are approved for a medical or religious accommodation (exemption). Knowledge, Skills, and Abilities • Knowledge of the operation of a wide variety of government aid, welfare, health, and recreation resources and programs. • Knowledge of community organization techniques and individual and group dynamics. • Knowledge of social and economic issues facing youths and families and the ways these issues affect both the families and individuals. • Knowledge of effective public information and communications techniques. • Knowledge of demographics, data collection and analysis. • Knowledge of the effective principles of prevention and intervention for reducing substance abuse, gang activities, and graffiti, etc. • Skill to work effectively with representatives of other interested or affected agencies. • Skill in organizing diverse factions into a homogeneous program for the benefit of all. • Ability to acquire and apply good working knowledge of relevant laws and practices. • Ability to present thoughts both verbally and in writing, and to prepare and maintain necessary records and reports. • Ability to develop factual, informative and appealing promotional materials on available community and social services.
