Delivers strategic internal and external communications and engagement support for the Vibrant Community and Neighborhoods work system which includes the Parks, Urban Design, Golf, Food and Beverage, Festivals and Sustainability departments and programs. Serves as the public information officer for the Vibrant Community and Neighborhoods work system. Job Functions / Scope of Authority ESSENTIAL JOB FUNCTIONS Responsible for developing and implementing communication plans in conjunction with the citywide communications and engagement strategy, including developing, implementing, managing and measuring internal and external communications and engagement initiatives to support programs, projects and tasks within the Vibrant Community and Neighborhoods work system. Collaborates closely with Chief Communications Manager and other City communications staff to implement all aspects of public relations support for the work system, including media relations, website and social media communications, writing and editing, and identifying and implementing highest and best venues to deliver messaging within the approved budget. Authors, manages, distributes and/or monitors content on social media relative to the Vibrant Community and Neighborhoods work system and its interests. Serves as the public information officer for the Vibrant Community and Neighborhoods work system, which includes serving as a City spokesperson on parks and golf, festivals and urban design subjects; contacting and directing media attention toward City representatives, projects and partners using discretion and good judgment; developing and maintaining relationships and partnerships with media members and outlets; and authoring press releases to media contacts and facilitating media inquiries. Represents the work system and its departments at targeted City and partner marketing, media and other committees with authority to commit to projects and resources. Acts as a public relations consultant and liaison; plans, coordinates and schedules public appearances and/or special events; prepares talking points. Manages customer engagement for the Vibrant Community and Neighborhoods work system using various communication channels and technology to respond to questions and requests from residents, and to gain efficiencies and enhance two-way communication between employees, residents and the City; includes management of parks and golf inquiries and requests for service submitted in-person, by phone, email, web and via the City's online customer relationship management platform, Ask Arvada. Initiates, plans, coordinates, and administers the design and print production of marketing materials. Serves as a member of the City's web core team and is responsible for updates to the Vibrant Community and Neighborhoods web pages on the City of Arvada's external and internal websites. Keeps current on Vibrant Community and Neighborhoods issues, services, programs, projects and events, and gathers information from staff and project stakeholders in order to understand the business services provided and incorporate key concepts and messaging into communications for a variety of internal and external audiences. Manages relationships with and oversees work conducted by communications agencies, consultants, freelance designers, and vendor partners on development of informational campaigns and project execution. Authors articles about Vibrant Community and Neighborhoods programs and projects for use in the Weekly Briefs, The Arvada Report and other communications channels and publications. Responsible for management, acquisition, and appropriate modification of photos, design/layout, canvases or graphics for informational documents, website, and various department communication materials. Actively seeks and maintains in-depth knowledge of the City organization, the Vibrant Community and Neighborhoods work system and its departments, as well as the related programs and policies of city government. Experience managing website and social media platforms and content. Strong public relations skills. Advanced understanding of the concepts of diversity, equity and inclusion. Proficient project management skills to successfully prioritize and deliver multiple projects. Ability to learn and apply technical knowledge of parks, golf, urban design, sustainability, and festivals functions. Ability to learn and access department specific databases and systems to research information on historical decisions, and current and future projects. Strong experience in networking and relationship-building skills. Strong negotiation and research skills. Budget management ability. Strong written and verbal communication skills, with the ability to effectively communicate information to support organizational objectives and interact with all levels of personnel within the city, and the general public in a positive and cooperative manner. Ability to drive a motor vehicle to drive to and from work locations. Ability to work occasional evenings and weekends, and to be on call as needed for emergency response. Plans daily work activities and prioritizes tasks; expected to evaluate and respond to new situations that require immediate attention. Generally expected to deal with different and specialized situations. Financial Accountability: Makes recommendations for budget allocations pertaining to the Vibrant Community and Neighborhoods Communications budget. Approves expenditures up to a certain dollar amount as authorized by Director of Vibrant Community and Neighborhoods. Working Environment / Qualifications WORKING ENVIRONMENT/PHYSICAL ACTIVITIES: The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job. Work is primarily performed in an office environment with low to moderate noise levels. The department's hybrid workplace model mixes in-office and remote work to offer flexibility and support to employees. MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE): Bachelor's Degree or equivalent experience in communications, marketing, public relations, or a related field plus a minimum of five years of experience managing public relations and/or communications strategies and projects. Must have a valid driver's license. An equivalent combination of education and experience may be considered. Preferred Qualifications: Background or experience in public involvement and community engagement for government or public sector organization is preferred; technical knowledge or experience in Parks, Recreation, or Sustainability field preferred.
