This leadership role is responsible for developing and executing strategic talent acquisition initiatives to attract, recruit, and retain top talent across the organization while actively participating in sourcing and recruiting as Vibrint grows. This individual will lead the recruiting team, establish recruitment policies, and collaborate with other executives to align hiring strategies with business objectives. Key responsibilities include designing hiring processes, supporting employer branding, managing relationships with external agencies, and implementing technology solutions to improve recruiting efficiency while ensuring regulatory compliance. This Director will play a critical role in shaping the company's workforce and ensuring staffing needs support long-term growth. Success will be evaluated using metrics such as time-to-fill, quality of hire, diversity benchmarks, candidate and hiring manager satisfaction, and audit accuracy. US citizenship is required. Required Skills • Experience in managing a recruiting team, establishing recruitment processes and policies, and collaborating with executives to align hiring strategies with business objectives. • Demonstrated success in driving measurable recruiting outcomes (e.g., reduced time-to-fill, increased diversity of hires, improved retention, higher candidate/hiring manager satisfaction) while benchmarking metrics and processes against industry best practices. • Proven leadership experience in refining and continuously improving the recruiting process from requisition to hire; ensuring positions are filled on schedule with a focus on quality of hire, retention, and clearance-readiness for GovCon roles. • Experience as a full-life recruiter, contributing to team success by actively recruiting, demonstrating sourcing, screening, interviewing, and helping to identify select applicants, presenting them to operational hiring managers, and negotiating job offers. • History of driving an outstanding candidate journey, using surveys and analytics to track satisfaction and implement continuous improvements. • Strong analytical skills, with experience in designing dashboards and leveraging data to inform decision-making, including measurement of sourcing effectiveness, recruiter productivity, and ROI of recruiting initiatives; presenting actionable insights to leadership. • Proficiency in Microsoft Office, HRIS, ATS, and data visualization/reporting tools. • Partner with senior leadership and hiring managers to understand staffing needs, define role requirements, and measure hiring manager satisfaction. • Lead the design, implementation, and reporting of Affirmative Action Plans (AAPs); provide quarterly compliance metrics and ensure alignment with organizational goals while maintaining 100% compliance with EEO and AA requirements, including timely, accurate reporting. • Deliver compliance and hiring training for HR staff, Talent Acquisition (TA) staff, and hiring managers; measure effectiveness via knowledge checks and post-training evaluations. • Manage recruiting vendors as required, evaluating their performance against KPIs such as submittal-to-hire ratios and cost efficiency. • Strengthen our reputation in the IT and GovCon talent markets; measure results through candidate surveys, social media engagement, and career site analytics. Qualifications • Education: Bachelor's degree in Human Resources, Business Administration, or related field preferred. • Experience: 15+ years of recruiting management experience with proven, metrics-based success in the GovCon/IT services sector. • Strong leadership and people management skills with the ability to set recruiter KPIs and hold teams accountable. • Certification (optional): SHRM-CP, SPHR, or equivalent certification. ___________________________________________________________________ The pay range for this position is a general guideline only and not a guarantee of compensation or salary.
