Position Overview: The Associate Vice President (AVP) of Strategy & Operations – Technology is a critical leadership role reporting to the Chief Technology Officer. This position provides strategic and operational leadership across Vibrant’s technology organization, supporting alignment, execution, and delivery across Engineering, Data, Enterprise IT, and Product. The AVP owns integrated technology strategy and roadmap development, leads cross-functional program execution, and establishes unified intake and governance frameworks. This role is central to Vibrant’s transition from functional silos to pod-based, cross-functional delivery and plays a critical role in ensuring technology execution supports mission-critical programs, including the 988 Suicide & Crisis Lifeline and H2H programs. Duties/Responsibilities: Technology Strategy & Integrated Roadmap Develop, maintain, and communicate an integrated Technology–Product roadmap with 1-, 3-, and 5-year horizons aligned to organizational strategy and mission-critical programs (e.g., 988, H2H). Translate enterprise program needs into technology priorities across Engineering, Data, Enterprise IT, and Business Systems. Lead strategic planning sessions and develop business cases and investment prioritization recommendations. Monitor industry trends and emerging technologies relevant to crisis services, behavioral health, and federal compliance. Prepare executive-level technology strategy updates for ELT and Board stakeholders. Cross-Functional Program & Portfolio Management Lead enterprise-wide technology programs spanning multiple organizations, including rebid-critical 988 initiatives. Coordinate technical architecture documentation, infrastructure assessments, compliance activities, and external consultants. Develop and manage program plans, timelines, budgets, risk registers, and success metrics. Track delivery outcomes and escalate risks or dependencies as needed to CTO and senior leadership. Support infrastructure modernization efforts (data governance, monitoring, security enhancements). Unified Intake, Governance & Operating Model Design and implement a unified intake process for all technology work requests. Establish prioritization, capacity planning, and portfolio management frameworks across technology teams. Implement governance processes aligned with ITIL, Agile, and federal compliance requirements. Define decision-making structures, escalation paths, and accountability frameworks to support pod-based delivery. Develop dashboards, KPIs, and governance maturity assessments. Cross-Organizational Coordination & Pod Enablement Facilitate coordination across Engineering, Data, Enterprise IT, and Business Systems leadership. Identify and resolve cross-functional dependencies, conflicts, and resource constraints. Support pod operating models by enabling intake routing, dependency tracking, and continuous improvement. Maintain visibility into program-to-organization mapping and resource allocation. Executive Communication & Stakeholder Engagement Prepare executive-level materials, presentations, and strategic communications for the CTO. Synthesize complex technical information into clear, actionable insights for senior leadership. Represent the Technology organization in cross-departmental forums and working groups. Support technology-wide communications related to organizational transformation and operating model changes. Required Skills/Abilities: Technology Strategy & Enterprise Leadership Demonstrated ability to develop and execute enterprise technology strategies that align with organizational mission, regulatory requirements, and long-term operating models. Proven success translating complex program and organizational priorities into executable technology roadmaps. Cross-Organizational Leadership & Stakeholder Engagement Extensive experience partnering with senior leaders, executive teams, and external stakeholders to drive alignment, resolve dependencies, and influence outcomes across complex, matrixed environments. Skilled in building trust, facilitating consensus, and leading through influence. Program Governance, Financial Stewardship & Compliance Proven track record managing large-scale, multi-year technology programs and portfolios with significant budgets. Strong understanding of governance, risk management, compliance frameworks, and vendor/contract oversight in regulated or mission-driven environments. Regulatory, Contractual & Risk Awareness Ability to operate effectively within federal, state, and regulatory contexts, anticipating compliance needs and delivery risks. Experience supporting federally funded programs, audits, or contract-driven initiatives strongly preferred. Data-Informed Decision Making Advanced analytical and operational acumen, using KPIs, dashboards, and performance metrics to assess delivery health, prioritize investments, manage risk, and guide strategic decision-making. Organizational & Operational Leadership History of leading complex initiatives and enabling high-performing teams without direct authority. Experienced in designing operating models, improving processes, and fostering accountability, collaboration, and continuous improvement across organizations. Executive Communication & Representation Exceptional written and verbal communication skills, with the ability to distill complex technical and operational information into clear, persuasive narratives for executive leadership, boards, and external partners. Comfortable representing the technology organization in high-stakes, high-visibility forums. Required Qualifications: Bachelor’s degree required; advanced degree (MBA, MPA, or related) preferred. 10+ years of experience in strategy, operations, or program leadership roles. 5+ years of experience in technology strategy, roadmap development, or enterprise program management. Demonstrated experience leading complex, multi-workstream initiatives across multiple technology disciplines. Experience implementing organizational or operating model transformations (e.g., Agile, pod/squad models). Experience in mission-driven, nonprofit, healthcare, government, or highly regulated environments strongly preferred. Familiarity with enterprise technology platforms, cloud infrastructure, data platforms, and governance frameworks. Experience with federal contracts, grants, or compliance environments (HIPAA, FISMA, FedRAMP) highly desirable. Physical Requirements: Must be able to remain in a stationary position 50% of the time. Will constantly operate a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. Will frequently communicate over video calls with internal and external stakeholders to provide status updates and potential roadblocks.
