Summary This position is located within Veteran Health Administration (VHA) Manchester NH, Medical Center in the Executive Director Service. This position is to provide support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. The position renders advice on operational policies and assures these policies are coordinated with, and in support of, field operations. Duties Help Duties include but are not limited to: • Support person for the medical center planning program. • Develops long & short-range policies/plans for the organization. • Provides administrative participation in planning for the delivery of health care by taking the initiative to identify needs & potential issues/concerns & devising cost-effective resolutions of problems. • Serves on various strategic planning committees. Develops, evaluates, & modifies organizational structure/systems to achieve program goals. • Participates in the analysis & interpretation of data used in resource planning. • Coordinates medical center's cost reduction programs. • Guides & assists managers in a continuing program to reduce costs & to improve the general effectiveness of operations. • Determines the best way to organize activities that fall within the Director's prerogatives. • Manages and/or prepares responses to correspondence for the Medical Center Director. • Develops the systems to control & record all incoming correspondence & action documents coming into the office. • Participates in public speaking engagements & public relations events. • Provides briefings & promotes programs/policies. • Ensues effective integration of efforts/activities with other medical center operations & with other agencies & activities involving local, state, & national officials, community based special interest groups & agencies, & health care providers & medical schools. • Plays a central role in developing & coordinating internal review systems to assure both clinical & administrative activities are in compliance with agency & regulatory requirements. • Responsible for overall operations of internal & external customer service programs. • Serves as a liaison and assuring regular and proactive communications with Congressional, legislative, state veterans' organizations & Veterans Service Officers. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Positions in the occupational series 0671 MUST MEET 1 of the following bullet points: • Possess an Undergraduate or Graduate degree with a major field of study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT REQUIRED) OR; • Possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: • Missions, organizations, programs, and requirements of health care delivery systems; • Regulations and standards of various regulatory and credentialing groups; and • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR; • Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. GRADE REQUIREMENTS You may qualify based on your experience and/or education as described below: • Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducting analytical studies on particular operational processes, issue topics, or related special projects. Studies and projects addressed are commonly so diverse and intense that they often require input and assistance from departmental or program offices. These studies require study planning, statistical measurement, data analysis, and report preparation and development. When tasked with this type of project, serves as the responsible contact for leading these projects from initiation to completion and may be required to present the results to senior leadership. Developing position papers and decision documents representing the position of the organization on a variety of complex and sensitive issues such as the quality or timeliness of veteran care issues within the system or at times, issues of Congressional or media interest that have significant national impact e.g. quality and safety concerns or involve several functional areas. You will be rated on the following Competencies for this position: • Analytical Reasoning • Customer Service (Clerical/Technical) • Planning and Evaluating • Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC quad, Clinic Leads, Administrative Leads, MAS staff and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines. Work Environment: Work is typically performed in an adequately lighted and climate controlled office. The employee may require occasional travel.
