Position Overview The Senior Procurement & Supply Chain Specialist is a senior-level, hands-on leader operating as an independent contributor across three critical domains: • Strategic Procurement • Material Management • Logistics & Inventory Control This role directly supports the Clients programs and is essential to: • Ensuring supply continuity for capital and operational programs • Strengthening vendor performance and competitiveness • Managing inbound materials and site inventory • Embedding new ERP processes and supply chain controls • Supporting readiness for modularized EPC-led capital project execution The ideal candidate brings deep EPC and Owner/Operator experience, with a strong background in construction procurement, long-lead equipment sourcing, vendor package development, and global supplier strategy. Key Responsibilities Procurement Leadership • Lead procurement planning, category strategy development, and execution across capital projects and operations. • Develop and manage RFQs, technical and commercial bid evaluations, and complex Purchase Orders from formation through close-out. • Partner with Engineering, Construction, Project Management, Operations, Finance, and Legal to align procurement strategies with project milestones. • Lead EPC and construction procurement activities supporting large-scale capital projects and modularization programs. • Develop sourcing strategies for long-lead equipment, bulks, construction services, subcontractors, and operations spares. Supplier & Commercial Management • Drive supplier performance, cost optimization, and schedule alignment. • Establish and manage critical supplier partnerships. • Lead supplier risk management and ensure compliance with regulatory and internal standards. • Support development of price books, vendor packages, and supplier quality surveillance processes. • Administer complex contract structures with strong commercial and risk management discipline. Material Management, Logistics & Inventory • Develop and implement material management and logistics processes aligned with modular fabrication and construction sequencing. • Lead inbound logistics, site inventory controls, and warehouse coordination. • Support global modularization programs including medium to large module execution and associated material flow. • Embed best-practice supply chain controls required for operational readiness. • Ensure accuracy of material masters and procurement data within ERP systems. ERP & Process Integration • Support implementation and adoption of new ERP processes (Oracle Fusion preferred). • Create and stimulate adoption of standardized procurement and material management procedures. • Provide hands-on support to operationalize supply chain controls for AP1 and AP2 program readiness. Required Qualifications • Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, Construction Management, or related discipline (advanced degree preferred). • 18+ years of progressive experience in global procurement and supply chain leadership. • Extensive EPC (Engineering, Procurement & Construction) environment experience from FEL through commissioning and operations. • Deep experience in construction procurement supporting capital projects and site-based execution. • Owner/Operator experience supporting both project execution and operating facilities. • Strong background in long-lead equipment, technical materials, vendor packages, and construction services. • Hands-on experience in modular fabrication programs and global material management. • Oil & Gas, energy, or heavy industrial supply chain experience preferred. • Advanced understanding of global sourcing strategies, contract structures, cost controls, and commercial risk management. • Proven cross-functional leadership across Engineering, Construction, Operations, Finance, Legal, and HSE. • Advanced ERP experience (Oracle Fusion preferred). • Professional certifications preferred (CPSM, CSCP, PMP, CII). • Willingness to relocate to Moses Lake, WA; high mobility and flexibility required.
