VALLEJO CITY UNIFIED SCHOOL DISTRICT Human Resource Services 665 Walnut Avenue, Vallejo, CA 94592 Job Description Executive Director of Operations Title: Executive Director, Operations Reports To: Assistant Superintendent, Business Services & Operations Department: Operations Classification: Certificated or Classified Management Work Year: 242 Days per year Salary: See Classified Executive Management Salary Schedule Date Approved: March 2026 DESCRIPTION OF POSITION: Under the direction of the Assistant Superintendent of Business Services, the Executive Director of Operations provides executive leadership, strategic planning, and administrative oversight for all District operational services including Facilities & Bond Programs, Maintenance & Operations, Grounds, Custodial Services, Safety, Transportation, and related support services. This position ensures safe, compliant, efficient, and cost-effective operation of all District facilities and infrastructure. The Executive Director aligns operational functions with District strategic goals, oversees capital construction and modernization programs, and ensures regulatory compliance with local, state, and federal requirements. The Executive Director serves as a key member of the District’s leadership team and advises Cabinet and the Governing Board on operational matters. REPRESENTATIVE DUTIES: Strategic Leadership & Administration ● Provide vision, leadership, and long-term strategic planning for all District operations. ● Develop and implement operational master plans aligned with Facilities Master Plan and bond program objectives. ● Direct and evaluate all operational department leaders. ● Establish division-wide performance standards, accountability systems, and service benchmarks. ● Advise Superintendent, Cabinet, and Board on facilities, infrastructure, safety, and capital planning. ● Prepare and present Board agenda items and reports related to operations and bond programs. Facilities & Bond Program Oversight ● Oversee all general fund, capital, and bond-funded construction, modernization, and infrastructure projects. ● Ensure compliance with DSA, OPSC, CDE, Public Contract Code, and applicable construction regulations . ● Monitor project budgets, timelines, cost controls, claims, change orders, and contractor performance. ● Oversee procurement and implementation of professional services including architects, engineers, construction managers, and inspectors of record . ● Ensure proper close-out, certification, and documentation of all capital projects. Maintenance, Grounds & Custodial Operations ● Direct districtwide preventive and corrective maintenance programs . ● Ensure facilities meet safety, environmental, fire, and building code standards. ● Oversee custodial operations to maintain safe, clean, and healthy school environments. ● Implement asset preservation and lifecycle planning programs. ● Direct emergency response protocols and on-call operations programs. Safety & Risk Operations ● Oversee site safety inspections, regulatory compliance, and environmental health programs. ● Ensure compliance with Cal-OSHA and related safety standards . ● Collaborate with Risk Management regarding incident prevention and mitigation strategies. ● Direct crisis response coordination related to facilities and operational emergencies. Transportation Oversight ● Provide executive oversight of District transportation services, routing, safety compliance, and fleet maintenance . ● Ensure compliance with CHP regulations and Passenger Transportation Safety standards . Budget & Fiscal Oversight ● Develop and monitor division budgets including maintenance, utilities, transportation, custodial services, and capital programs. ● Monitor expenditures, implement cost controls, and align operational spending with District financial objectives. ● Support long-term capital planning and deferred maintenance forecasting. EDUCATION AND CREDENTIALS: ● Bachelor’s degree in Construction Management, Facilities Management, Engineering, Public Administration, Business Administration, or related field desirable. ● Minimum five (5) years of progressively responsible management experience in facilities, construction, or public agency operations. ● Experience managing large capital construction programs preferred KNOWLEDGE, SKILLS AND ABILITIES: KNOWLEDGE OF: ● Public Contract Code, DSA, OPSC, and school construction regulations . ● Maintenance operations, preventive maintenance systems, and facilities lifecycle planning . ● Cal-OSHA and environmental safety regulations . ● Transportation safety and fleet management regulations . ● Budget development, fiscal management, and public sector procurement. ● Principles of supervision, leadership, and labor relations. ABILITY TO: ● Lead large, multi-functional operational divisions. ● Manage complex capital construction programs. ● Analyze operational data and implement performance improvements. ● Communicate effectively with diverse stakeholders. ● Establish and maintain effective working relationships. Respond to emergencies and make high-level operational decisions.
