Full Description

This position is located in U.S. Department of Education (ED) Office of Federal Student Aid (FSA). The Office of Federal Student Aid is responsible for administering federal financial aid programs under Title IV of the Higher Education Act of 1965. Each year, these programs provide billions of dollars in federal loans, grants, and work-study funds to students and their families for education beyond high school. Qualifications: Minimum Qualification Requirements You may meet the minimum qualifications for the GS-13, if you possess the specialize experience below. Specialized Experience for the GS-13 One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments: • Experience independently designing and maintaining cloud-based data workflows or architectures utilizing AWS services (Glue, Lambda, Redshift, or Sage Maker Suite) to build scalable, automated solutions for data processing and analysis. • Experience utilizing tools and machine learning techniques to proactively monitor, detect, enhance and/or resolve data anomalies, quality, validation processes, and inconsistencies within a large dataset to ensure the integrity and accuracy of data. • Experience independently implementing robust data validation, quality assurance, or monitoring processes within data pipelines or analytical workflows, utilizing Python, SQL, or specialized tools to ensure reliability, completeness, and accuracy of data. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement). • Knowledge of advanced mathematical and statistical theory, principles, concepts, and current professional developments. • Ability to use coding and programming platforms to develop dashboards and other analytical products. • Ability to clearly communicate statistical and analytical information to varied audiences. • Ability to apply statistical and other modeling concepts, techniques, and evaluation methods to data. • Skill in testing, evaluating, and validating emerging statistical theories, principles, concepts, and methodologies for large, complex, multidisciplinary statistical analyses. Specialized Experience for the GS-14 One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments: • Experience in implementing and enforcing an organization-wide data quality framework and governance standards across cloud-based workflows, such as designing, building, and deploying automated data validation, monitoring, and alerting systems within AWS environments. • Experience in designing and implementing data quality frameworks, validation systems and machine learning operation patterns for continuous model deployment and monitoring, resulting in improved data integrity across business domains. • Experience defining best practices and tools for data validation, monitoring, compliance, and driving improvements through advanced automation techniques utilizing Python/SQL, while ensuring data reliability, security, and compliance with AWS services (Glue, Lambda, Redshift, or Sage Maker Suite). Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement). • Knowledge of statistical principles and methodologies, proficiency in the application of technology to research, provide insightful analysis and recommendations influencing policy and operational improvements. • Knowledge in statistical analysis, independent planning, execution of major research projects, interpreting and applying findings to key policy initiatives, proposed legislation, or regulations. • Knowledge of statistical methods, interpreting and applying complex guidelines, developing and optimizing statistical techniques within the organization and among partner entities. • Ability to solve complex problems and manage FSA-specific program management and budget issues. • Ability to manage and evaluate statistical activities and provide technical advice to develop methodologies aligning with FSA goals and impact to student financial assistance programs. Education: This position has a positive education requirement. Applicants must meet BOTH the Basic Requirement and the Specialized experience requirements in order to qualify for this position. STATISTICS GS-1530 Basic Requirements: A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing or B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. Education cannot be substituted for experience for this position and grade level. Foreign Education: Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying.
