Full Description

This position is located in Office of Institutions of Higher Education Oversight & Enforcement (IHE/O&E), School Eligibility Oversight Service, in Washington, DC. The IHE, O&E, School Eligibility Oversight Service is responsible for having a thorough knowledge of financial analysis, financial principles, and concepts, as well as knowledge of the legislation and regulations governing the Federal Student Aid programs administered by the Department of Education. Qualifications: Specialized Experience for the GS-12 One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience that demonstrates proficiency in corporate finance and/or other specialized fields such as banking, money management, and/or the securities market. 2. Experience that demonstrates proficiency in analyzing, auditing and/or providing oversight of audited financial statement data to determine financial stability or experience preparing accrual financial statements. 3. Experience that demonstrates knowledge of financial/accounting principles, theories, concepts, and practices applicable to financial analysis. Specialized Experience for the GS-13 One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience with complex accrual and fund accounting statements, and skill in fact-finding, problem-solving, writing and consulting, identifying complex financial irregularities and recommending solutions to meet financial standards requirements. 2. Experience analyzing, auditing and/or providing oversight of audited financial statement data to determine financial stability and/or risk mitigation. 3. Experience that demonstrates skill in applying the financial responsibility standards governing the Federal Student Aid programs administered by the Department of Education (ED) to conduct a thorough and accurate analytical review of participating institutions’ financial condition. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). GS-1160-12 1. Knowledge of the Higher Education Act of 1965 as amended (Title IV) and 34 CFR Part 688 relating to the financial standards for institutions which participate in the student financial assistance programs. 2. Knowledge of financial analysis, financial principles, and concepts governing the Federal Student Aid programs administered by the Department of Education (ED). 3. Skill and ability to work with accrual and fund accounting statements to identify financial irregularities associated with applicable financial standards. 4. Skill to communicate logically, effectively, and efficiently for preparing and presenting reports and providing technical expertise. GS-1160-13 1. Knowledge of the legislation/regulations governing the student financial assistance programs/financial responsibility and professional skills and ability to apply this knowledge in resolving complex technical policy matters for which there is no written precedent. 2. Knowledge of financial principles, theories, concepts, and practices applicable to financial analysis in determining financial stability. 3. Knowledge of procedures for conducting financial reviews of complex corporate entities, postsecondary and proprietary institutions. 4. Ability and skill to communicate effectively and efficiently verbally and written when developing recommendations, writing, presenting written agreements and policy guidance, explaining/defending status of projects, making presentations in public forums, briefing recommendations and program concepts.
