Provides subject matter expertise for CAHFS' financial system development and integration projects, documents processes and workflows, develops and implements administrative process improvements, and performs audits of CAHFS external accounting system and processes for compliance with policy. Provides project management and assistance for complex administrative projects, capital outlay/facilities projects, contract development and monitoring, and complicated departmental procurements. Serves as department's grants management specialist, independently managing associated intra/extramural grants, ledger reconciliation and effort reporting, and primary fund manager for gifts, endowments and legislatively appropriated special funds. Responsible for department rate development and analysis, cost and workload analyses, and financial transactions, projections, reconciliations, and audits. In meeting this need, the CAHFS also serves as the backbone of California's disease warning system through its animal disease surveillance program. The system consists of four laboratories currently located in Davis, Turlock, Tulare and San Bernardino. Funding for this program is provided through a contract with the California Department of Food and Agriculture (CDFA) and through revenue generated from user fees. An additional program, the Equine Analytical Chemistry Laboratory, is funded through a contract with the California Horse Racing Board (CHRB) and horse wagering monies and provides full-service drug testing and a pharmacology research and development program.
