Organizational Overview United We Heal (UWH) is a joint labor and management non-profit focused on improving outcomes in healthcare by providing workers with opportunities to advance in their careers through a combination of on-the-job training and related education. https://oregonuwh.org/ Our work is in Oregon. While remote work is possible, there are occasional in-person site visits and meetings that require the employee to live in Oregon or SW Washington. Position Summary The PRAP Program Manager is responsible for the continued development, implementation, and general oversight of United We Heal’s Behavioral Health Pre-Apprenticeship (PRAP) program. The program is focused on preparing high school students for entry into the behavioral health field after graduation. United We Heal’s compensated training opportunities help participants achieve industry and nationally-recognized certifications as QMHAs, CADCs, and QMHPs. The PRAP program will support the expansion of workforce pipeline recruitment opportunities. The person in this role will coordinate with stakeholders in: continued design and improvement of programs’ structure; participant recruitment and selection; participant case management and program oversight; and accessing supportive services. The Program Manager will ensure participant completion through detailed and compassion-centered case management. This work will involve close collaboration with several Oregon school districts, behavioral health employers, and higher education institutions to successfully achieve the project’s desired outcomes. The person in this role will contribute to the UWH Career Pathways’ mission of increasing the number of employers and individuals participating in Apprenticeship and Training Programs and the successful retention and graduation of participants in completing these programs, bolstering the behavioral health workforce in Oregon and providing more, higher quality care to clients in need. The program is funded by federal and state grants. General Responsibilities include: • Provide consistent mentorship to training participants as needed to ensure on-track progression through the program. • Draft content for promotional materials for print/web. • Maintain up-to-date tracking system using UWH tracking systems. • Attend community-based events, conferences, and conventions as needed as part of UWH Career Pathway recruitment efforts. • Complete funder/regulator compliance reporting as needed depending on program-specific grant requirements. • Collaborate with the program management team in pursuit of continuous improvement of Career Pathway teams’ systems, the Trust’s programmatic growth, and its programs’ effectiveness. Program Specific Responsibilities and Expectations: • Develop strategies and implement weekly plans to meet quarterly delivery outcomes to satisfy program-specific grant deliverables; communicate and address barriers early and often with focus on positive engagement, problem-solving, and participant success; • Work with partner organizations, as well as community stakeholders, to publicize the opportunities and recruit participants; • Ensure that recruitment is based in equity outcome goals; • Document and report activities; • Attend regular healthcare team meetings; • Report regularly to Director of Career Pathways, Executive Director, and as needed to other project-leads; • Create and implement evaluation processes related to participant recruitment and program completion; • Respond to, and process, confidential requests for financial support; • Analyze successes and failures to improve processes; • Hybrid office work in Portland with some travel throughout the state. • Other duties as assigned. Required Qualifications: • 2 years of program management experience • Strong knowledge of and comfortability using remote technology: ability to work independently with various teleconferencing software (Zoom, Teams, Google Meet), Google Workspace, etc. • Ability to work effectively with culturally diverse populations; commitment to UWH’s mission and values in providing workforce training and education as a critical solution in addressing employment, income, education and access to culturally-specific, trauma-informed healthcare in low-income and BIPOC communities • Ability to independently problem-solve and be solutions-focused in addressing programmatic challenges • Able to travel to meeting locations within the state; able to attend occasional conferences outside of the state • Readiness to occasionally flex schedule to meet with training participants outside of standard business hours/days (for example at the beginning/end of their workshifts) Preferred Qualifications: • Experience in behavioral healthcare • Experience working with youth populations • Experience working with K-12 systems • Knowledge of labor union structure and practices • Case management experience • Experience with community outreach • Bachelor’s or Master’s degree with major study in Public Health, Psychology, Social Work, Sociology, Education, or closely allied field Working Conditions: • Regular Wage Step Increases, plus cost of living raises • Free Family Health Insurance • Paid Retirement • Additional Differential for Bilingual skill • Hybrid position: Generally, remote work.
