This role ensures that vendor contracts and material purchases meet all applicable compliance requirements, including grant and loan flowdown provisions, Buy America Build America (BABA), and Cargo Preference Act regulations. The position serves as the primary liaison between the grants team and procurement, ensuring timely and accurate integration of compliance obligations into sourcing and contracting processes. Essential Job Functions • Grant & Loan Compliance Flowdown • Review federal and state grant or loan agreements to identify required compliance language. • Ensure flowdown clauses are incorporated into every vendor agreement, including material purchases and contracted services in a timely manner. • Maintain documentation and audit trails demonstrating compliance with grant and loan requirements. • Collaborate with legal, project, and grants teams to verify accuracy and completeness of compliance language. • Serve as subject matter expert for contract terms related to federal and state funding requirements. • Direct Material Procurement BABA & Cargo Preference Act • Adapt corporate procurement processes to comply with proper sourcing and procuring of materials to meet Buy America Build America (BABA) requirements (as applicable based on the grant of loan project). • Validate vendor certifications and documentation for domestic sourcing compliance. • Ensure adherence to Cargo Preference Act for applicable shipments, coordinating with logistics providers as needed. • Engage agencies such as Department of Energy & Maritime Administration as needed. • Maintain compliance records for all direct material purchases and provide reporting as required by funding agencies. • Vendor & Contract Services Compliance • Work with project managers and vendors to confirm all service contracts include required federal/state compliance provisions. • Monitor vendor performance and maintain compliance documentation throughout the contract lifecycle. • Provide guidance and training to internal teams and vendors on compliance obligations. • Support audits and respond to inquiries from funding agencies regarding procurement compliance. Additional Responsibilities • Develop and implement procurement strategies aligned with compliance requirements for federally and state-funded projects. • Lead negotiations with vendors to ensure inclusion of compliance terms without compromising project timelines or budgets. • Coordinate with category managers to integrate compliance considerations into sourcing strategies. • Assist in resolving compliance-related issues with vendors and internal stakeholders. Minimum Requirements • Education: Bachelors degree in business, supply chain, finance, or related field. • Experience: Minimum 5 years in procurement, contract management, or compliance for federally or state-funded projects. • Strong knowledge of BABA, Cargo Preference Act, and federal/state grant requirements. • Experience developing and implementing procurement processes. • Excellent analytical, problem-solving, and communication skills. • Ability to manage multiple projects and compliance processes simultaneously. • Data-driven approach to work.
