This work involves assuring major procurement projects are delivered on time, within budget, and in alignment with agency, state, and enterprise project management and procurement methodologies. The PM4 leads the planning, initiation, and execution of large-scale or complex procurement projects, including development of solicitation strategies, requirements documentation, and evaluation plans. Monitors progress, manages risks, and ensures that procurement deliverables such as Requests for Offers (RFOs), Requests for Proposals (RFPs) Statements of Work (SOWs), evaluation criteria, and contract documents meet quality standards and comply with applicable procurement rules and policies. Contributes to the development and refinement of procurement-related project management policies, procedures, templates, and guidelines, and provides subject matter expertise in contract management practices. Establishes evaluation criteria, cost estimates, and performance metrics to assess procurement project outcomes and ensure alignment with defined goals and objectives. Represents the agency in executive-level briefings, oversight discussions, vendor negotiations, and inter-agency or legislative consultations on procurement project activities.   Essential Job Functions:   Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 1. Provides advanced (senior-level) project management support. Project management involves the full spectrum of industry-accepted principles of project management including initiation, planning, execution, control, and closing assigned projects and subsidiary components.These activities include, but are not limited to, defining and managing scope and customer expectations; work breakdown structures; detailed Microsoft project schedules; resource plans; project plans; communications plans; budgets and cost tracking; presentations and briefings; metrics reporting; risk / issues and associated mitigation activities; quality control; change management processes; customer acceptance; lessons learned; and archiving project documentation.Coordinates multiple multi-million-dollar projects and oversees the planning, initiation and development of the project deliverables, including cost estimates and projections.Identifies potential project risks and issues, and designs strategies to mitigate or avoid them.Directs, develops, and evaluates projects utilizing accepted project management methodologies. (30%) 2. Gathers and validates requirements for assembling Request for Offers (RFO’s), Requests for Proposals (RFPs), Statements of Work (SOW),and develops Attachments and Exhibits as part of major procurements development.Interprets and converts high-level business, technical, financial, legal and other stakeholder requirements into procurement requirements at an appropriate level of detail and categorization to complete documentation according to standard templates, using clear, concrete, and concise language.Interprets new and changing business requirements to determine the impact on the solution and propose creative enhancements and changes to meet these new requirements. (20%) 3. Develops and implements plans to communicate and explain project methodology and processes to interested groups and team members.Creates documentation procedures to capture and deal with changes in original project plan. Develops criteria for evaluating programs, proposals, and other pertinent information related to project assignments. (15%) 4. Advises, consults and negotiates with agency customers on project activities. Ensures project management methodologies are followed and are consistent with agency, enterprise and DIR plans, standards and guidelines. Provides leadership to internal and external teams, committees across the agency and HHS enterprise to ensure projects are coordinated, efficient and meet service level objectives.. (15%) 5. Coordinates with other HHS agencies, and Department of Information Resources (DIR) to assure policies, standards, procedures, and activities and required reports conform to and are consistent with state requirements.Develops guidelines, procedures, policies, rules, and/or regulations and monitoring for compliance. Develops, reviews, and revises legislation.Oversees the preparation of management and productivity reports and studies. Oversees special investigations, research studies, and internal audits. Represents the Department by making presentations, providing information and testimony, collaborating with customers, other state agencies and federal partners. Responds to requests by legislators and other public officials. (15%) 6. Other duties as assigned. (5%)   Knowledge Skills Abilities:   Knowledge of: Effective management principles, project management theories and practices applicable to mid-to-large-sized scope projects. Purchasing laws, requirements, applicable guidance, methods and procedures . Developing SOW requirements for complex procurements Project management theories of systems and procedures used to evaluate a third-party vendor's performance. Strategic planning, budget management and human resource management. Cost monitoring during the transition phase of the contract development and financial contract cost analysis The principles of leadership and how to effectively interact with various leadership styles. The ability to organize and present information effectively, both orally and in writing and comprehensively and accurately evaluate reports.   Registration, Licensure or Certification Requirements:   Certified Associate in Project Management (CaPM) or Project Management Professional (PMP) certification preferred.Certified Texas Contract Developer (CTCD) must be obtained within 6 months of hire.     Initial Selection Criteria:   4 or more years' experience managing complex procurement projects. Experience working with procurement of complex solutions preferred. Graduation from an accredited four-year college or university with major course work in business administration, technology, healthcare or a related field is generally preferred.
