The PM3 performs journey-level project management and procurement analysis work initiating and conducting multi-agency or enterprise-level procurement projects within HHSC and DSHS. This work involves assuring procurement projects are delivered on time, within budget, and in accordance with established project management methodologies. The PM3 manages and coordinates the planning and initiation of procurement projects, monitors project schedules and progress, and communicates status, risks, and issues to stakeholders, management, and oversight agencies. Provides guidance to project team members and supports the use of agency policies, procedures, and project management standards. Assists in the preparation of project documentation, reports, and procurement-related materials, and contributes to the evaluation of project outcomes against defined objectives. Essential Job Functions: Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 1. Provides journey-level project management support for assigned major procurement projects. Manages project activities across the lifecycle, including initiation, planning, execution, monitoring, and closure. Develops and maintains project documentation such as project schedules, risk and issue logs, communication plans, and cost tracking reports. Coordinates with internal and external stakeholders to define scope, manage customer expectations, and monitor progress against established timelines and deliverables. (30%) 2. Supports the development of solicitation documents for major procurements, including Requests for Offers (RFOs), Requests for Proposals (RFPs), Statements of Work (SOWs), and associated attachments and exhibits. Works with business, technical, legal, and financial stakeholders to gather, validate, and refine requirements. Translates stakeholder needs into clear, concise procurement requirements using standard templates and established guidelines. Reviews requirements for consistency, accuracy, and compliance with procurement standards. (20%) 3. Consults with agency staff and stakeholders on procurement-related project activities. Provides regular project status updates, reports risks and issues, and documents resolutions. Ensures assigned projects follow agency and enterprise project management standards.
