Posted Job Title Program Manager, Urban Teaching Programs, Penn GSE Job Profile Title Manager C, Student Services, Graduate Programs Job Description Summary The Program Manager for Urban Teaching Programs (Urban Teaching Apprenticeship Program & Urban Teaching Residency Program) supports high-quality teacher preparation through leadership of recruitment, admissions, administrative operations, and certification processes. This role manages prospective student outreach, application and enrollment workflows, admissions data systems, and recruitment events while serving as the primary contact for applicants. As a member of the UTAP Leadership Team, the Program Manager contributes to program planning, student success efforts, and continuous improvement. The position coordinates key administrative functions—including course registration support, maintenance of student data systems, and planning of orientations, events, and celebrations—and provides budget and purchasing support for the program. The Program Manager also assists the State Certification Officer by serving as a liaison to the Pennsylvania Department of Education, maintaining Act 48/45 records, drafting required reports, and managing systems to verify and process teacher certification. The role provides accurate, timely guidance to students navigating certification requirements. Job Description Recruitment and Admissions for the Urban Teaching Programs (UTAP & UTR): Manage the admissions process, including recruitment, application submission and review, and enrollment confirmation. Ensure admissions data seamlessly articulates with and populates program-specific student-to-alumni tracking systems (e.g. slate, program specific databases) Organize and lead recruitment events Serve as first point of contact for prospective students Support State Certification Officer: Serve as the point of contact to the PA Department of Education in matters of PA and other states’ administrative and teacher credentialing. Collect, approve, and maintain Act 48/45 credit system Draft Title II reports, and other required reports in collaboration with the Certification Officer and professional preparation/education program leaders Develop and manage systems to assess and verify certification candidates’ credentials and oversee related certification application processes. Communicate with students and address students' certification questions. UTAP Leadership Team Participate as an active member of the UTAP leadership team to support student success, faculty engagement, and ongoing program improvement Represent UTAP in school and university wide meetings and committees Administrative support and event management for UTAP Coordinate with the UTR PM on course rostering, registration, and related activity Maintain and refine UTAP student data base and alert systems, ensuring all stakeholders have the information they need to complete their goals and assigned tasks. Plan and coordinate events for UTAP including orientation, social events, capstone, graduation celebrations, and guest speakers. Secure rooms and catering for events Manage UTAP groups for Torsh, Canvas, and other resources. Coordinate with UTR and Independent School Teaching Residency program managers for on-going improvement of teacher education efforts. Budget and financial support for UTAP Management onboarding and payment systems for instructors, coaches, mentors, student workers, and other contractors/vendors. Purchase supplies and resources for the UTAP team. Support the UTAP director to track UTAP spending. Additional duties as needed. Qualifications ESSENTIAL: A Bachelor’s degree and 3-5 years of experience, or equivalent combination of education and experience. Experience in education, nonprofit, or large organizational settings Demonstrated ability to lead unit-wide planning, implement institutional goals, and translate vision into execution Skilled in analyzing workflows, solving operational challenges, and leading process redesign or optimization efforts Experience managing initiatives from planning through completion; coordinates resources, timelines, and communication across teams Proven ability to track and manage budgets Strong written and verbal communication skills; comfortable presenting data, updates, or recommendations to leadership or cross-functional groups Committed to providing high-quality service to internal and external partners; models a student-centered mindset Understanding of regulatory and compliance frameworks PREFERRED: A Master’s degree in education or related field.
