We are currently seeking talented professionals to collaborate with subject matter experts, project managers, and process owners to deliver critical projects. Position Overview Toll International is seeking a highly experienced Project Manager III to support the Port Authority of New York & New Jersey’s Technology Department, specifically within the Technology (TEC) Customer Service Unit. This role is responsible for leading the development and execution of a comprehensive Request for Proposal (RFP) to procure a qualified Enterprise IT Managed Services provider. The Project Manager III will work closely with senior IT leadership, service tower owners, and key stakeholders to define service requirements, Service Level Agreements (SLAs), performance metrics, and vendor evaluation criteria. This role is critical to ensuring the successful acquisition of a managed services partner capable of supporting large-scale enterprise IT operations while seamlessly integrating with the Port Authority’s ServiceNow platform. Key Responsibilities • Lead the end-to-end development of a comprehensive Enterprise IT Managed Services RFP. • Gather and document requirements across core IT service towers, including Service Desk, End-User Computing, Server & Storage, Database Management, and CMDB. • Define detailed service specifications, integration points, and operational expectations for each service tower. • Develop measurable SLAs, KPIs, escalation procedures, reporting requirements, and service credit mechanisms. • Define on-site and scalable resource requirements, including skills, certifications, experience levels, coverage models, and ramp-up frameworks. • Document ServiceNow integration requirements, including configuration, APIs, data migration, dashboards, and enhancement capabilities. • Establish vendor qualification criteria, including certifications, enterprise experience, security, compliance, and financial stability. • Design pricing structures covering base services, on-site resources, additional staffing, and transition costs. • Facilitate stakeholder interviews, workshops, and review sessions to validate requirements and incorporate feedback. • Manage the full RFP lifecycle, including timelines, vendor communications, Q&A sessions, proposal intake, and evaluation processes. • Develop vendor evaluation matrices and scoring methodologies; support technical due diligence and negotiations. • Prepare executive-level recommendations and support documentation for vendor selection. • Provide weekly status reports, conduct steering committee meetings, and maintain project documentation. • Proactively identify, escalate, and resolve risks, issues, and dependencies. Required Qualifications • Minimum of five (5) years of progressive project management experience, with demonstrated ownership of complex, enterprise-scale initiatives. • PMP certification or equivalent project management credential. • Proven experience authoring and managing RFPs for IT managed services, specifically within enterprise environments. Strong working knowledge of ITIL frameworks and IT Service Management (ITSM) practices. • Hands-on experience with the ServiceNow platform, including managed services integrations. • Demonstrated ability to lead cross-functional stakeholder groups, including executive leadership, IT operations, finance, and vendors. Experience developing SLAs, KPIs, and performance management frameworks for outsourced IT services. • Familiarity with enterprise compliance and security standards, such as HIPAA, PCI-DSS, or similar, as applicable. • Excellent written and verbal communication skills, with the ability to produce executive-ready documentation. Preferred Qualifications • ServiceNow certification (CSA, CIS, or similar). • ITIL Certification. • ISO 27001 or SOC 2 Type II certification experience. • Experience supporting large-scale IT outsourcing or managed services transitions. • Background in IT operations, infrastructure, or enterprise technology environments. • Experience with vendor management, contract negotiations, and change management initiatives.
