Description The Senior Software Developer, Applications will support the development, modernization, enhancement, integration, and operations of the PRM Enterprise System. PRiMES is a mission-critical Department of State platform used to manage project funding, partner information, program data, monitoring activities, financial plans, reporting, and data visualizations for the Bureau of Population, Refugees, and Migration and other Department users. This role will help lead the transformation of the existing application, design new application functionality, modernize interfaces and architecture, and support enterprise solutions within Microsoft Dynamics 365 CRM and the Microsoft Power Platform. The Senior Software Developer will work closely with the Project Manager, COR, Government Technical Manager, PRM product owner, developers, business analysts, data scientists, system experts, and end users to deliver secure, reliable, and user-focused application enhancements. The ideal candidate will bring senior-level application development experience, strong Microsoft technology expertise, hands-on Dynamics 365 and Power Platform development skills, cloud environment experience, Agile/Scrum delivery experience, and the ability to serve as a technical liaison for application modernization and enterprise system development. Key Responsibilities Application Development and Modernization Design, develop, enhance, and maintain enterprise application solutions supporting PRiMES. Help lead the transformation of existing application functionality and design new application features for a modernized interface and architecture. Support application migration, modernization, enhancement, and cloud-based development efforts. Develop and enhance custom applications using .NET, ASP.NET, Web API, C#, JavaScript, HTML/CSS, and related Microsoft technologies. Support modernization of PRiMES modules related to finance, project management, monitoring, project elements, data visualizations, reporting, and workflow automation. Build secure, scalable, maintainable, and user-centered application solutions aligned with stakeholder needs. Dynamics 365 CRM and Power Platform Development Design, develop, configure, and maintain enterprise solutions within Dynamics 365 CRM and Microsoft Power Platform. Configure custom entities, forms, views, business rules, workflows, and CRM security models. Develop CRM plugins, JavaScript web resources, and custom business logic using C#, JavaScript, and the Dynamics CRM SDK. Build and maintain Power Apps to support business processes and user workflows. Build and maintain Power Automate workflows to support business process automation. Support automated notifications, workflow processes, approvals, and system-triggered business logic. Troubleshoot Dynamics 365 CRM and Power Platform issues and implement enhancements based on user and stakeholder requirements. Integration and Database Support Integrate Dynamics 365 CRM and Power Platform solutions with external systems using REST APIs, OData, JSON, XML, and web services. Support integration of enterprise applications and data flows across PRiMES and related Department systems. Support SQL Server database development, including stored procedures, views, triggers, data queries, and reporting support. Assist with system and data integration efforts related to MyGrants, post-award activity data, financial data, and business intelligence reporting where applicable. Collaborate with database, reporting, analytics, and technical teams to ensure accurate data exchange and reliable application performance. Technical Leadership and Team Coordination Serve as a senior technical resource for PRiMES application development and modernization activities. Attend customer meetings as requested and serve as a primary liaison for technical solutions. Interact with system experts, developers, programmers, analysts, and stakeholders on design and execution of application enhancements and migration activities. Provide technical guidance to development teams and support effective collaboration across technical and business stakeholders. Help lead projects using Scrum/Agile frameworks and methodologies. Motivate and engage team members while supporting delivery of high-quality software solutions. Collaborate with cross-functional teams to gather requirements, document technical solutions, and deliver application functionality. Agile/Scrum Delivery Support Participate in Agile/Scrum ceremonies, including sprint planning, backlog grooming, estimation, sprint reviews, retrospectives, and status updates. Support development planning, user story refinement, technical estimation, and release coordination. Coordinate with the Project Manager, business analysts, testers, and Government stakeholders to ensure requirements are implemented accurately. Support sprint execution and help identify risks, issues, dependencies, and blockers. Provide development updates and technical input for project planning, release planning, and status reporting. Operations, Maintenance, and Production Support Support production systems, troubleshoot application issues, and implement fixes and enhancements. Support PRiMES operations and maintenance activities to ensure system availability, usability, and reliability. Assist with testing, validation, and user acceptance activities as needed. Support system documentation, technical design documentation, release notes, user guides, and training materials as required. Help maintain a customer-focused approach by responding to user and stakeholder needs in a timely and professional manner. Apprise the Project Manager, COR, and Government Technical Manager of significant IT operations or application development issues in a timely manner. Requirements Secret clearance required. Bachelor’s degree or higher in Statistics, Computer Science, Mathematics, Information Technology, Systems Engineering, or a related field. 10+ years of experience in the IT services or software development field. Experience supporting IT application migration and application development projects. 2–5 years of experience working with a cloud environment. Hands-on experience developing and supporting Dynamics 365 CRM solutions. Experience with Microsoft Power Platform, including Power Apps and Power Automate. Strong development experience with C#, JavaScript, .NET, ASP.NET, Web API, or similar Microsoft technologies. Experience developing CRM plugins, JavaScript web resources, custom entities, forms, views, workflows, and security roles. Experience integrating enterprise applications using REST APIs, OData, JSON, XML, and related integration methods. Strong SQL Server experience, including database development, stored procedures, views, triggers, and reporting queries. Ability to lead projects using Scrum/Agile frameworks and methodologies. Experience leading teams and motivating technical staff. Strong written and verbal communication skills. Ability to communicate effectively with technical teams, business stakeholders, and federal clients.
