Job Summary: We are seeking a seasoned Mid-Level Technical Lead to guide and enhance the VA Profile application—an enterprise Master Data Management (MDM) platform within the VA ecosystem. The VA Profile system consolidates and synchronizes authoritative Veteran contact information, demographics, benefits, military history, and more across multiple VA systems, delivering a unified 360° Veteran profile via orchestrated API services U.S. Department of Veterans Affairs. As a Technical Lead, you will architect, lead development efforts, and collaborate with cross-functional teams to maintain, secure, and evolve this mission-critical system hosted in AWS GovCloud West with multi-AZ design and future multi-region expansion U.S. Department of Veterans Affairs. You'll be at the forefront of delivering a unified Veteran identity service—critical to enhancing data integrity across the VA, enabling efficient data sharing, and improving Veteran experiences. Your leadership will ensure high availability, secure infrastructure, scalable APIs, and strict compliance—all while steering future enhancements like multi-region deployment in GovCloud. Key Responsibilities: • Architectural Leadership: Collaborate in designing and implementing scalable, secure AWS infrastructure patterns—leveraging multi-AZ (and planned multi-region) capabilities and GovCloud-specific services. • AWS Operations & Optimization: Oversee deployment, provisioning, monitoring, and remediation of cloud environments using Infrastructure as Code (IaC) tools (e.g., CloudFormation, Terraform), CI/CD pipelines, and observability stacks suited for high-impact systems. • MDM API Integration: Lead development and maintenance of RESTful & SOAP-based APIs, orchestrating integration with authoritative VA systems using secure protocols (REST over HTTPS with MTLS, SOAP, GoldenGate, JDBC/TCPS). • Data Protection & Compliance: Ensure robust data encryption in transit and at rest (FIPS 140-2 standards), access controls, audit logging, role-based permissions, and regulatory compliance (e.g., NIST, VA Directive 6500) • Performance & Quality Assurance: Oversee data validation (e.g., address CASS checks), enforce data quality rules, monitor metrics (e.g., completeness, error volume), and lead remediation efforts • System Access & Governance: Manage partner onboarding through intake approvals, business stewardship, fulfillment of Authority to Operate (ATO) standards, and enforce SOP-aligned access control processes • Cross-Organizational Collaboration: Engage with internal stakeholders across VA (e.g., VHA, VBA, NCA systems), VAEC, external partners, and security/privacy officers to ensure synchronization and mission alignment. • Documentation & SOP Compliance: Contribute to, maintain, and enforce SOP/procedures (e.g., access control SOPs, VA_PROFILE_AC_SOP), support quarterly reviews (privileged/inactive users), and assist in governance tasks. • Mentorship & Technical Leadership: Provide guidance and mentorship to junior team members, facilitate knowledge sharing, and foster a culture of operational excellence and continuous improvement. Required Qualifications: • Education & Experience: Bachelor’s degree in Computer Science, IT, or related field, plus 5+ years in cloud-based application delivery; or equivalent experience. • AWS Expertise: Hands-on experience architecting and operating applications in AWS GovCloud (US-West preferred), particularly within multi-AZ (and preferably multi-region) environments. • Infrastructure as Code & DevOps: Proficient with IaC tools (e.g., CloudFormation, Terraform), CI/CD, and automated deployment pipelines. • API Development & Integration: Experience building and securing RESTful/SOAP APIs, including mutual TLS, GoldenGate, and JDBC/TCPS integrations. • Security & Compliance: Strong understanding of encryption standards (FIPS 140-2), VA/NIST security frameworks, access control policies, and FedRAMP/GovCloud compliance. • System Integration: Familiarity with Master Data Management (MDM) pipelines, data orchestration, partner data feeds, and data synchronization across enterprise systems. • Data Validation & Quality Controls: Knowledge of data quality mechanisms, e.g., CASS-certified address validation, schema validation, business rules enforcement. • Governance & Documentation: Experience writing and enforcing SOPs, managing secure access requests, and participating in policy-driven access reviews. Preferred Qualifications: • GovCloud Specifics: Direct experience supporting or building systems in VA GovCloud, including exposure to AWS GovCloud constraints/regulations. • Federal Systems Knowledge: Familiarity with VA systems like MPI, ESR, CorpDB, VADIR, and upstream integration patterns (e.g., VA.gov, Summit, Cerner). • Privacy & Data Sensitivity: Experience handling PII/PHI, understanding VA privacy controls, PIA considerations, and records retention/disposal compliance with NARA/GRS directives. • Leadership & Communication: Strong interpersonal skills for cross-team collaboration, governance discussions, and mentoring roles. Vetting: • Candidates selected will be subject to a background investigation for clearance eligibility by our government client.
