Description About the Role The Aviation Department of the Port Authority of New York and New Jersey is currently seeking an experienced Airport Planning Manager to join the Aviation Planning team. This role is responsible for the delivery of physical planning products addressing The Port Authority of New York and New Jersey airport system needs, including near and long-term conceptual planning, and operational and functional requirements that serve as critical components of the Aviation Capital Program. Reporting to the Manager of Aviation Planning Division, the selected candidate will play a key role in the on-going Capital projects and airport redevelopment planning efforts and ensuring compliance with federal regulations and Port Authority policies and procedures. Responsibilities • Initiating and developing airport functional planning project scope definition as well as establishing technical approach for delivery. • Developing capacity & demand analysis, and conceptual, alternative and feasibility studies to address the infrastructure’s needs. • Coordinating stakeholders' planning participation and obtaining approved functional requirements from stakeholders. • Coordinating with Airport Physical Plant and Redevelopment, Operations, Properties, Financial Services, Engineering, consultants, and external agencies such as Federal Aviation Administration (FAA). • Managing the unit’s regulatory submission deliverables, including the Airport Layout Plan (ALP) development and updates and Exhibit ‘A’ Airport Property Inventory Maps. • Managing the day-to-day operations of the Airside Planning Unit within Aviation Planning Division; as well as consultant staff assigned to project teams • The applicant must be able to travel to all Port Authority airports, as needed. Minimum Qualifications • Bachelor’s degree in architecture, Engineering or related field from an accredited college or university. • Minimum five (5) years’ experience in airside / airfield, or other Aviation facility planning, design or construction. • Knowledge of the FAA Advisory Circulars in airport master planning, zoning, airport design, airside & terminal planning and design, capacity & demand, and state & local codes & industry planning standards. • Experience preparing and managing professional service contracts, Requests for Proposal (RFP), and presentation materials for stakeholders. Desired Qualifications • Experience initiating, developing & managing a complex airport planning project • Experience analyzing airport infrastructure needs, setting priorities & developing planning strategies • Knowledge of AutoCAD, AviPlan, or Revit. • Experience directing a large-scale airport planning modeling analysis and simulation effort, and knowledge of setting up framework for complex airspace, airside, and terminal modeling/simulation process. Familiarity with airspace, airside and terminal modeling and simulation tools. • Knowledge of industry best practices in airport facilities planning and sustainable design.
