Grants & Contracts Specialist will oversee and manage all pre-award activities for assigned principal investigators as part of the COM Grants Management Office; participates with the development and preparation of grant proposals in collaboration with the Principal Investigator (PI); serve as a resource for team members with proposal development; participates in and contributes to training of new staff; provides expertise in support of all pre-award activities, creates budgets, provides expertise with the review of biographical sketches, resources, letters of support and other required administrative components of grant proposal submission; provides proposal development tools, aids and direct support to faculty; establishes appropriate sub-recipient budgets and documents as needed for grant submissions; which may include coordinating with other internal staff; locating relevant materials, formatting, and editing, serves as contact on proposal submissions for assigned grants; coordinates submission of proposals with the Office of Sponsored Programs; investigates, evaluates; responsible for interpreting regulations and guidelines of program funding and ensuring those using funds understand such policies; participates in educational onboarding of new PIs and their staff; may take the lead in the preparation and submission of Training Grant or other large, complex applications; obtain documentation when a University contribution is proposed; may provide support for large, interdisciplinary program grant proposals; collaborates with GMO post award staff as needed. Demonstrated knowledge and ability to analyze funding solicitations in relation to receipt of University support from extramural sources. Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, conflict of commitment, foreign involvement/collaboration, biosafety, etc. Demonstrated ability in financial analysis and budgeting; effective written communication and ability to draft formal correspondence; and to research, interpret, and develop written policies and procedures. Skill and practical experience utilizing enterprise systems such as research administration or financial systems; experience and skill using workload management, document management and workload tracking systems and dashboards to effectively manage a large volume of transactions at various stages and of various types. Contribute to compliance in financial policies and procedures by resolving compliance-related issues and reporting larger issues to management. Responsible for interpreting regulations and guidelines of program funding and ensuring those using funds understand such policies. Collect and analyze data to detect deficient controls, duplicated effort, fraud, or non-compliance with laws, regulations, and management policies. Minimum Education Required Bachelor’s degree in relevant field or equivalent combination of education and experience. Required Qualifications Bachelor’s degree in relevant field or equivalent combination of education and experience. 4 years of relevant grant or contract management experience to include knowledge of pre-award grant management process; Intermediate word processing skills to include the ability to open, close, create, edit and save. Requires successful completion of a background check. Selected candidate may be asked to complete a pre-employment physical, including a drug screen. Desired Qualification Experience writing administrative components of grants preferred; experience with research administration proposal tools (Grants.gov) desired; Experience investigating for research funding sources; knowledge of OSU Office of Sponsored Programs policies & procedures; Advanced spreadsheet skills to include the ability to create spreadsheets with complex formulas; Ability to calculate, analyze, and interpret mathematical and statistical information, Intermediate presentation skills to include the ability to create presentations; Ability to think strategically and see how parts interact with the big picture; Basic ability to read, analyze terms and understand conditions of legal agreements. Ability to effectively manage and execute multiple tasks, projects and priorities including the ability to prioritize workload to meet deadlines; Ability to identify issues, investigate and resolve mid-size discrepancies; Strong attention to detail and accuracy; Excellent communication skills necessary in order to communicate intricate job-related processes to internal and external customers; Ability to positively represent the department internally and externally.
