Chief Financial Officer (CFO) Public Affordable Housing Development Location: Sacramento, CA (On-site 9/80 schedule- every other Friday off) Industry: Public Housing / Community Development / Government Administration Compensation: Executive Salary Range ($175,000 – $285,000+ DOE) + CalPERS Pension The Opportunity Our client is seeking a high-caliber Chief Financial Officer (CFO) to serve as a key executive leader for one of California's most influential housing and redevelopment agencies. This role is responsible for the overall fiscal integrity and administrative excellence of an organization managing a $350M+ annual budget dedicated to revitalizing neighborhoods and providing affordable housing opportunities across the Sacramento region. What You’ll Do • Executive Financial Oversight: Direct all financial planning, including the Annual Comprehensive Financial Report (ACFR) and complex governmental fund accounting. • Administrative Strategy: Lead multidisciplinary teams across Finance, Human Resources, Information Technology, and Procurement. • Regulatory Stewardship: Ensure strict compliance with HUD reporting requirements, including Section 8 and federal entitlement programs like CDBG and HOME. • Public-Private Partnerships: Collaborate with developers and regional partners to finance large-scale multi-family developments and infrastructure projects. • Labor Relations: Guide personnel policy and negotiate labor agreements within a unionized public-sector environment. Who You Are • The Strategist: A seasoned financial leader with a CPA or MBA and 10+ years of experience in complex financial environments. • The Systems Expert: Highly proficient in enterprise financial software (such as Yardi) and modernizing administrative workflows. • The Communicator: Capable of presenting sensitive financial data to governing boards and elected officials under Brown Act transparency standards. • The Mission-Driven Professional: Dedicated to "Changing Lives" through equitable investment and community revitalization. Qualifications • Education: Bachelor’s degree in Accounting, Finance, or Business Administration; Master's/CPA highly preferred. • Experience: Extensive background in GASB standards, federal grant compliance, and multi-entity audit consolidation. • Leadership: Proven ability to manage HR policy, IT infrastructure, and capital project financing.
