We navigate FEMA and DHS grants with precision, compliance, and speed. We are seeking an experienced Contract Grant Manager to support FEMA Public Sector Grant Program (PSGP) administration for a local government agency. This role is designed for a professional who can run FEMA grant management end-to-end with minimal oversight. Role Overview You will manage the full FEMA grant lifecycle - from award review through closeout - ensuring strict compliance, accurate financial tracking, timely reporting, and audit readiness. This is a hands-on, execution-focused role. Key ResponsibilitiesGrant Administration & Compliance • Review and interpret PSGP award packages, NOFOs, and FEMA grant terms • Develop and maintain a Grant Management Plan (milestones, reporting schedules, compliance controls) • Monitor compliance with 2 CFR Part 200, FEMA Information Bulletins, and program guidance • Establish procurement, financial, and reporting compliance checklists • Provide technical assistance to staff involved in grant administration Financial Management & Reimbursement • Maintain FEMA-compliant financial records and documentation • Track and reconcile expenditures to ensure costs are allowable, allocable, and reasonable • Prepare and submit SF-425s and reimbursement requests via FEMA GO • Monitor cost-share and matching requirements Reporting & Documentation • Prepare and submit required quarterly progress and financial reports • Maintain organized electronic and physical grant files • Develop internal tracking tools or dashboards for grant status and spend • Ensure consistency between narrative and financial reporting • Support responses to FEMA information requests and audits Compliance Monitoring & Audit Support • Conduct internal compliance reviews against FEMA and DHS standards • Prepare materials for FEMA monitoring visits, pass-through reviews, and audits • Coordinate corrective actions, as required • Maintain documentation related to EHP, Davis-Bacon, and BABAA, as applicable Grant Closeout • Prepare and submit final financial and performance reports • Reconcile all transactions prior to closeout • Verify full compliance before final submission • Archive grant records per federal retention requirements Required Experience • Demonstrated experience managing FEMA grants (PSGP strongly preferred) • Strong working knowledge of 2 CFR Part 200 • Hands-on experience with FEMA GO, SF-425s, and reimbursement workflows • Proven ability to manage documentation, compliance, and reporting independently Preferred • Experience supporting ports, transit agencies, or other critical infrastructure • Prior FEMA monitoring or audit support experience Contract Details • Contract / project-based engagement • Flexible hours aligned to reporting and reimbursement cycles • Competitive contract rate, commensurate with experience How to Apply Submit a brief introduction and résumé highlighting direct FEMA grant experience to: Info@TheMinotaurGroup.com If you’ve managed FEMA grants end-to-end, this role will feel familiar.
