Bachelor's degree in communications or related field, 2 years professional experience, strong written and verbal communication skills, experience with digital platforms and multimedia content, knowledge of ADA compliance and public sector or pension plans preferred.

The Employees’ Retirement System (ERS), is responsible for managing, protecting, diversifying, and administering benefits for the employees and beneficiaries of the Maryland-National Capital Park and Planning Commission (M-NCPPC). JOB DESCRIPTION General Statement of Job: The Communication & Digital Specialist plays a pivotal role in supporting the mission and strategic goals of the Employees' Retirement System (ERS) by ensuring that all communications—digital, print, and interactive—are clear, accessible, and informative. This position leads efforts to create and enhance member experience, build trust through transparent communications, and utilize tools to support member education while delivering digital content that is relevant and useful for the ERS audience. Additionally, the Communication and Digital Specialist will monitor metrics such as member portal logins, survey responses, click rates, and event attendance to analyze and recommend methods that effectively convey desired subject matter and key message with data driven results. This role involves collaboration internally and externally with the Maryland-National Park and Planning Commission and the ERS Retirees’ Association to promote retirement benefit awareness and to ensure consistent and effective messaging with the ERS Executive Director, staff and plan members. Core Functions: • Develop and implement communication strategies to engage plan members and promote understanding of pension benefits. • Serve as the lead liaison to our Pension Administration System vendor for testing requirements and enhancements to the member self-service portal, MemberDirect. • Act as ADA compliance liaison for the ERS; including the creation and review of public documents, member forms, and video content posted to the ERS website. • Write, edit, and produce member communications (e.g. newsletters, email campaigns, surveys, brochures, FAQs, instructional videos) in alignment with policy guidelines. • Manage and maintain the ERS website and digital content. • Implement and monitor data driven technology for analytics to improve member experience and measure impact. • Coordinate participation in the Commission’s annual benefits open enrollment events. • Assist in the inclusion of images and related design elements for the Annual Comprehensive Financial Report and Popular Annual Financial Report. • Coordinate the design of promotional items/giveaways for events attended by ERS plan members. • Maintain an ERS events calendar and coordinate seminars for Commission employees. • Serve as an intermediary between the Commission, the ERS Executive Director and staff. KNOWLEDGE, SKILLS, and ABILITIES Knowledge of: • Content accessibility methods and best practices for remediation. Understand legislation as it pertains to ADA compliance regulations. • Principles and practices related to reporting public information, public relations, marketing and communications. • Computer applications and hardware related to the performance of core job functions. • M-NCPPC ERS mission and member benefits. Skill and Ability to: • Effectively communicate with individuals from different backgrounds, varying levels of digital literacy, and a range of interests. • Stay informed of trends and changes in the communications and digital field, including technological changes related to electronic media. • Design and execute communication strategies for ERS services, educational webinars, in-person training seminars, plan updates, and etc. • Meet deadlines and analyze measurable outcomes. • Use discretion and sound judgement in following ERS guidelines regarding the protection of confidential information. • Create, review and manage external and internal communications. Preferred Qualifications: • Previous experience within the public sector and/or pension plans. • Experience maintaining digital platforms, and creating multimedia content (videos, infographics). • Knowledge of computer applications and software to create and edit digital content and relevant for the completion of essential duties included in the position work program. • Demonstrates exceptional proficiency in both written and verbal communication. • Bachelor's degree from an accredited college or university with major coursework in marketing, communications, public relations, advertising, or business administration. • Two (2) years of progressively responsible relevant experience at a professional level.
