Work involves evaluating program operations, studying current systems and procedures, and identifying opportunities to increase efficiency, reduce waste, and improve customer and employee experiences. Partners with leadership and staff across the division to recommend changes, document best practices, and support the implementation of improved business operations. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. ESSENTIAL DUTIES / RESPONSIBILITIES: • Leads organizational efficiency studies using Lean Six Sigma and Kaizen methodologies to systematically eliminate waste and optimize staffing models and work methods. • Drives division-wide process improvement by reviewing end-to-end value streams and developing actionable recommendations that reduce cycle times, improve service delivery and enhance operational performance. • Facilitates root cause analysis using structured problem-solving methodologies. Conducts in-depth research and analysis of historical and real-time data to isolate root causes of performance gaps and support data-driven operational changes. • Utilizes standardized project templates, reports, and documentation to support consistent division-wide governance. • Executes advanced data collection and analysis on workloads, staff utilization, space requirements, and service demand using historical and current data to identify inefficiencies, capacity constraints and operational bottlenecks. • Partners with internal stakeholders to define future-state processes, ensuring proposed solutions resolve operational challenges while improving customer service outcomes and employee effectiveness. • Conducts on-site visits to field offices to observe workflows and operational practices. Documents and maps current-state processes and identifies inefficiencies, risks and opportunities for improvement. • Identifies, pilots and evaluates new operational practices and process improvements. Develops communication and implementation plans to support successful deployment across the division. • Conducts post-implementation reviews to verify adoption, measure performance outcome, and identify additional optimization opportunities. • Monitors procedural systems for operational practices for efficiency consistency and adherence to established policy and guidelines. • Conducts assessments to identify areas of non-conformance operational risk or process breakdowns. • Produces comprehensive technical and analytical reports that provide a data-backed justification for operational and field process changes, including recommendations, performance impacts and implementation considerations. • Consults with leadership to initiate improvement studies by defining clear objectives, success metrics, key performance indicators timelines, and resource requirements. • Equips leadership with actionable business intelligence by transforming performance metrics and operational data into strategic insights and decision support materials. • Evaluates the operational implications of new legislation, regulations or policy changes and redesigns workflows to maintain compliance while preserving service quality. • Coordinates with internal departments and subject matter experts to develop, maintain and update Standard Operating Procedures to ensure division-wide consistency and standardization. • Monitors industry trends and best practices and emerging technologies to identify opportunities for improving operational efficiency and service delivery. • Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies. • Performs other duties as assigned. GENERAL QUALIFICATIONS and REQUIREMENTS: Education - High School diploma or equivalent is required. Graduation from an accredited four-year college or university with a major in Business Administration, Public Administration, or a related field is preferred. Experience - Minimum of two (2) years' experience in management, management analysis, organization development, business analysis, information technology, or methods and systems work is required. Licensure and/or Certification - Lean Six Sigma - Yellow Belt Certification is preferred. A valid driver's license is required. If hired with a valid out of state driver's license, a Texas license must be obtained within ninety (90) days of moving to Texas. If moving within the state of Texas, a valid Texas license must be obtained within thirty (30) days. Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Leadership skills - Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals. Technology - Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.
