The Supply Chain Manager for Texas International Refining Company (TIRCO) is responsible for strategic leadership and oversight of the procurement function, ensuring the safe, compliant, and cost-effective acquisition of materials, equipment, and services that support refinery operations, maintenance, engineering, safety, and capital project functions. This role manages sourcing strategy, high-level supplier negotiations, contract lifecycle administration, risk mitigation, procurement governance, and cross-functional alignment. The Supply Chain Manager mentors procurement staff, resolves complex supply chain challenges, and ensures practices are aligned with TIRCO policies, refinery safety standards, and industry best practices. Key Responsibilities Procurement Leadership & Operations Management • Provide leadership and oversight for day-to-day procurement activities, ensuring timely processing of requisitions, purchase orders, bids, and sourcing documentation. • Manage procurement team performance, workload distribution, and skills development. • Ensure accuracy and compliance of all procurement transactions through ERP and purchasing systems. • Set operational KPIs, monitor workflow efficiency, and implement continuous improvement initiatives. • Oversee expediting activities, supply interruption resolution, and communication of order status updates to internal stakeholders. • Establish and enforce standardized procurement procedures, documentation requirements, and internal controls. Strategic Sourcing & Supplier Management • Develop and execute sourcing strategies aligned with operational, maintenance, and capital project goals. • Conduct market analysis to forecast material availability, pricing trends, and supply chain risks. • Lead the selection, evaluation, and qualification of suppliers using criteria such as safety performance, capacity, cost, quality, and reliability. • Oversee supplier capability reviews, audits, and performance scorecards. • Support development of technical specifications and substitute materials in collaboration with engineering and operations. • Escalate, resolve, and document supplier performance issues, disputes, and corrective action plans. Negotiation & Contract Governance • Lead contract and commercial negotiations for materials, services, and long-term agreements. • Prepare award recommendations, negotiation summaries, and management approval packages. • Review and approve purchase orders and contracts to ensure alignment with company policy and risk requirements. • Oversee contract lifecycle activities including drafting, redlining, renewals, and pricing adjustments. • Collaborate with Legal, Finance, and Safety to ensure contracts meet regulatory, insurance, and compliance standards. • Advance procurement governance by improving policies, supplier standards, and controls. Strategic Planning, Analysis & Cost Management • Identify savings initiatives, supply assurance strategies, and process improvements. • Conduct periodic reviews of supplier pricing structures, performance metrics, and total cost of ownership. • Lead complex procurement analyses involving cost modeling, bid evaluation, and commercial risk assessment. • Monitor economic, commodity, and market conditions impacting refinery demand and procurement strategy. • Provide KPI reporting, spend analytics, and strategic recommendations to senior leadership. Cross-Functional Collaboration • Serve as primary liaison between Procurement and Operations, Maintenance, Engineering, Projects, Safety, and Finance. • Resolve escalated pricing discrepancies, invoice disputes, blocked invoices, and scope variances. • Lead coordination for ERP, procurement software, and CMMS processes including training, troubleshooting, and data accuracy. • Oversee and approve master data elements such as vendor onboarding, part creation, and catalog management. • Ensure all suppliers and contractors meet safety requirements, insurance thresholds, and compliance documentation before work begins onsite. • Support turnaround, outage, and emergency procurement activities to ensure continuity of operations. Leadership, Communication & Professional Expertise • Provide guidance, coaching, and development to procurement team members. • Anticipate internal customer needs and develop proactive sourcing solutions. • Communicate complex procurement strategies clearly to stakeholders at all organizational levels. • Influence decision-making by presenting commercial impacts, risk assessments, and best-practice recommendations. • Maintain a high standard of ethical conduct, confidentiality, and professionalism in all procurement activities. Education & Experience Requirements • Bachelor's Degree in Business, Supply Chain Management, Engineering, or related field (preferred). • 7+ years of procurement or supply chain experience, preferably in refinery, petrochemical, industrial, or EPC environments. • 3+ years of supervisory, team-lead, or management experience strongly preferred. • Demonstrated experience negotiating Terms & Conditions and commercial agreements. • Strong understanding of procurement processes, contracting principles, cost analysis, and tax considerations. • Experience with ERP, procurement, or CMMS systems (e.g., FIXX). Knowledge, Skills & Competencies • Advanced negotiation, supplier-relationship, and commercial strategy skills. • Strong analytical and problem-solving abilities. • Working knowledge of refinery safety, environmental regulations, and compliance requirements. • Proficiency in Excel, Word, PowerPoint, Outlook, Teams, and procurement systems. • Ability to lead teams, influence stakeholders, and drive cross-functional alignment. • Excellent communication, organization, and decision-making skills. Physical & Work Requirements • Ability to sit, read, write, and work independently for extended periods. • Frequent communication with internal teams and external suppliers. • Ability to travel between office and terminal locations as required. • Availability on weekends or after-hours to support urgent operations, outages, or emergencies • Office-based with frequent interaction at refinery/terminal sites • Fast-paced environment with shifting operational priorities. • Must comply with OSHA regulations, refinery safety rules, PSM standards, and EPA/TCEQ requirements. • Required to wear PPE including FR clothing, hard hat, safety glasses, gloves, and hearing protection. • Must be legally authorized to work in the United States. • Employment is contingent upon passing pre-employment drug/alcohol screening and background checks; random testing may be required.
