Rural Health Transformation Coordinating Director Reports to: Deputy Commissioner, Health Strategy and Regulation Works closely with: Director, Office of Strategic Initiatives Position Summary: Together with the Deputy Commissioner and the Director of the Office of Strategic Initiatives, the Rural Health Transformation Coordinating Director leads strategic coordination, provides executive guidance, and manages engagement for Tennessee’s 5-year, $1 billion Rural Health Transformation Program (RHTP). This role drives strategic alignment within TDH and between state agencies, enables effective decision-making for leadership, and is responsible for ensuring clear communication and documentation across the program. Key Responsibilities: • Drive strategic alignment within and between state agencies across RHTF’s 17 initiatives involving 40+ budget programs: • Co-lead governance, reporting, communication, and alignment efforts across the RHTP program. • Provide day-to-day support for RHTP initiative leaders, triage inquiries to appropriate parties, provide technical assistance, and assist initiatives in proactively addressing barriers. • Champion interagency coordination and collaboration between Tennessee Department of Health (TDH), TennCare, Tennessee Department of Mental Health and Substance Abuse Services, Tennessee Department of Economic and Community Development, County Health Councils, and other state partners to ensure alignment of funding, policy, and implementation activities. • Direct operations of the RHTP Governance Committee, ensuring standing meeting times/schedules, robust agendas, relevant speakers and materials (including background materials), shared expectations (decisional/pre-decisional, for awareness/for discussion), and ensuring appropriate follow up. • Conduct site visits alongside OSI and other TDH leadership to monitor implementation, strengthen partnerships, and identify and address programmatic opportunities, challenges, and concerns. 2. Enable effective decision-making for leadership: • Coordinate with the RHTP Evaluation Lead to analyze, synthesize, and present process, outcome, and impact data to inform RHTP leadership within TDH and the Governance Committee, other state agencies, and partners. • Identify coordination challenges and proactively recommend process improvements. • Serve as the chief liaison for the RHTP ecosystem, exhibiting breadth and depth of knowledge and personal/organizational relationships, and acting as a resource for decision-makers across the state. 3. Ensure clear communication and documentation across the program: • Prepare and/or oversee the development of policy briefings, progress summaries, and compliance documentation for internal and external stakeholders in support of the Deputy Commissioner. • Lead the design and execution of communication strategies and materials– including briefings, performance summaries, and progress reports– for the public, legislative, federal, and other audiences. • Coordinate presentations of program data, outcomes, lessons, and challenges for leadership and other diverse audiences that effectively “tells the story.” • Lead knowledge management activities of the RHTF Governance Committee, including maintaining and distributing meeting minutes, action logs, and follow-up reports to ensure accountability and continuity. • Ensure establishment, upkeep, and use of a central repository of governance documents, reports, and performance materials to support transparency and audit readiness.
