About the position This is a six-month+ contract role to backfill the IT Purchasing Lead who is going out on maternity leave. This group has three IT Procurement managers reporting to the IT Procurement Lead. They don't do buying, they do purchasing as they already know what they are buying and who from as the vendors are already engaged. They also don't do contract writing. The Procurement Managers are responsible for contract renewals, declarations, new itmes, etc. and they interface primarily with vendors, stakeholders, conyracts group. The Procurement Lead will be responsible for the following:: - Manage the cue intake of all new requests - Determine the category that the need falls into, i.e. contract extension, declaration, new item, funding issue, etc. - Complete the data needed for a complete request- Determone when rush requests actually need to be rushed; eacalate as needed for rush approvals - Assign new requests to Procurement Managers based on the complexity of the request, the experience of the Procurement Leads and their bandwidth - Run a weekly Executive Stakeholder Meeting to to review request, give updates, escalate matters, etc. - Oversees the budget monitoring process as well as the review and approval of all expenditure exceptions to the budget - Directs the negotiation, development and administration of all controls within the Division There shouldn't be a need to performance manage this team as a traditional lead may do but rather focus on the cue, dissimination, mvoing thisgs along and communicating, progress, challenges, escalations, etc. Responsibility Level C (Class Code VANH): Under administrative direction, performs the highest level administrative work of the most complex nature, or conducts special research and analysis requiring a high level of discretion in organization and policy matters, independence in handling a variety of sensitive personnel matters, and the supervision of program professionals and/or other administrative staff. Assignments are made to a large organizational component or facility with the responsibility for total plant or program management and administration. Responsibilities • Manage the cue intake of all new requests • Determine the category that the need falls into, i.e. contract extension, declaration, new item, funding issue, etc. • Complete the data needed for a complete request- Determone when rush requests actually need to be rushed; eacalate as needed for rush approvals • Assign new requests to Procurement Managers based on the complexity of the request, the experience of the Procurement Leads and their bandwidth • Run a weekly Executive Stakeholder Meeting to to review request, give updates, escalate matters, etc. • Oversees the budget monitoring process as well as the review and approval of all expenditure exceptions to the budget • Directs the negotiation, development and administration of all controls within the Division Requirements • Education: Possession of a bachlors degree from an accredited college or university with a major in Business Administration, Public Administration, Hospital Administration, Welfare Administration, Finance or a closely related field. • Substitution for the required degree: Successful completion of at least 60 semester or 90 quarter units from an accredited college or university which included courses in English Composition, Social Science, Behavioral Science and mathematics transferable to the California State University System for credit, and two (2) years of full-time (or the equivalent of full-time) experience performing administrative duties in a health service agency or program. • Substitution for the required academic major: Either one (1) year of full-time (or the equivalent of full-time) experience performing administrative duties in a health service agency or program, or possession of a Master's degree in Business Administration, Public Administration, Hospital Administration, Welfare Administration, Finance or a closely related field may be substituted for the academic major. • Level C: At least 36 months full-time (or the equivalent of full-time) experience performing administrative duties in a health service agency or program is required. • Substitution (Levels B and C): Possession of a Master's degree in Business Administration, Public Administration, Hospital Administration, Welfare Administration, Finance or a closely related field may be substituted for one (1) year of the required experience. • Knowledge of: Accepted principles and practices of health or hospital administration including organization, administrativetechniques, standards, policies and laws • Knowledge of: The organization and work of various Health Services Divisions and outpatient clinics • Knowledge of: Federal, State and County Codes, laws, rules and regulations controlling and influencing Health Servicesfiscal operations • Knowledge of: Accounting and budgeting principles and practices • Knowledge of: Principles of supervision • Ability to: Gather and analyze factual data Analyze administrative problems and effectuate needed changes Interpret and apply rules, regulations and laws • Ability to: Supervise the work of others Establish and maintain effective working relationships with professional, medical and administrative staff, and representatives of other agencies • Ability to: Prepare clear and concise reports and correspondence • Procurement • Purchasing • Vendor management Benefits • Medical, dental & vision • Critical Illness, Accident, and Hospital • 401(k) Retirement Plan – Pre-tax and Roth post-tax contributions available • Life Insurance (Voluntary Life & AD&D for the employee and dependents) • Short and long-term disability • Health Spending Account (HSA) • Transportation benefits • Employee Assistance Program • Time Off/Leave (PTO, Vacation or Sick Leave)
