Work Location: New York, New York, United States of America Hours: 40 Pay Details: $115,440 - $186,160 USD Line of Business: Compliance Job Description: The Senior Compliance Business Oversight Manager, U.S. Corporate Office Compliance, is responsible for providing senior-level, independent compliance risk oversight and subject matter expertise for key U.S. Corporate Office Compliance programs and laws, rules, and regulations within the function's scope, including Regulation O, Regulation W, the Volcker Rule, and related governance, monitoring, reporting, training, issue management, regulatory change, and control oversight activities. The role supports the effective execution and ongoing enhancement of the Regulatory Compliance Management program for Corporate Office Compliance, including credible challenge of business and control function activities, oversight of applicable Risk Owners and Oversight Functions, and coordination with Legal, Finance, Risk, Corporate Secretary, Third Party Risk Management, Audit, and other stakeholders. The role requires strong regulatory judgment, executive presence, practical risk-based decision-making, and the ability to influence outcomes across complex, enterprise-wide compliance programs. The Team is made up of five Compliance personnel within the Corporate Office Compliance Team. Team oversight expanding to include additional regulatory topics. This role will support all applicable US businesses and shared services. The above details are specific to the role which is outlined in the general description below. The Senior Compliance Business Oversight Manager provides advice, support and objective guidance to assigned portfolio, business or function on development and maintenance of all aspects of Compliance/Center of Excellence programs in line with the Bank's risk philosophy and strategic direction. Depth and Scope: • Leads or supports the development, maintenance, and continuous enhancement of U.S. Corporate Office Compliance oversight programs designed to identify, assess, manage, monitor, and report regulatory compliance risk across assigned laws, rules, regulations, business activities, and corporate functions • Serves as a senior compliance subject matter expert for Regulation O, Regulation W, the Volcker Rule, and other assigned Corporate Office Compliance topics, including providing regulatory guidance, practical interpretation, and credible challenge to business partners, Risk Owners, Oversight Functions, and control partners • Provides independent oversight and challenge of applicable procedures, controls, governance processes, monitoring activities, training, reporting, issue remediation, and program documentation to support sustainable compliance with regulatory and enterprise requirements • Oversees or contributes to core Compliance Risk Management program activities, including regulatory inventory and control mapping, regulatory change management, compliance risk assessments, program effectiveness assessments, monitoring, issue management, training, governance reporting, and records retention • Supports Corporate Office Compliance oversight of Non-Compliance Oversight Functions by reviewing and challenging evidence of Regulatory Compliance Management program implementation, including governance, operating protocols, annual planning, training, regulatory inventory, risk assessment, monitoring, issue management, and escalation activities • Provides oversight and governance support for affiliate transactions and Regulation W-related processes, including business line procedure and control reviews, risk and control assessments, NBPA or project engagement reviews, targeted monitoring, training, reporting, and escalation of issues or exceptions • Supports Corporate Office Compliance's role in third-party compliance oversight by coordinating with Third Party Risk Management, Compliance Units, business lines, and vendor or relationship managers to identify regulatory compliance considerations, challenge control assessment conclusions, and promote appropriate ongoing monitoring guidance • Partners with Legal, Finance, Risk, Corporate Secretary, Third Party Risk Management, Operations, Technology, Audit, Regulatory Relations, and business stakeholders to promote effective compliance risk management, sustainable control design, and timely escalation of issues • Reviews and challenges policies, standards, procedures, control documentation, management reporting, training materials, regulatory change analyses, and issue remediation plans to assess whether they are clear, complete, risk-based, and aligned with applicable regulatory expectations and enterprise standards • Supports regulatory examination, audit, and inquiry responses by coordinating materials, developing management responses, validating evidence, documenting rationale, and ensuring commitments and remediation activities are tracked and escalated appropriately • Identifies emerging risks, regulatory developments, control gaps, program weaknesses, and process improvement opportunities and escalates matters through appropriate Compliance, governance, issue management, and committee channels • Prepares and delivers clear, executive-ready reporting on program status, compliance risks, control effectiveness, monitoring results, issues, trends, exceptions, and remediation progress for senior management, governance forums, committees, Audit, and regulators • Helps build team capability by promoting knowledge sharing, developing regulatory subject matter expertise, coaching team members, and fostering a collaborative, accountable, and high-performing compliance team environment • May represent Corporate Office Compliance in governance forums, committees, working groups, audits, regulatory meetings, risk partner reviews, and cross-functional initiatives where assigned laws, regulations, corporate functions, or enterprise compliance requirements are impacted Education & Experience: • Undergraduate degree or equivalent work experience • 10+ years of experience Preferred Skills: • Bachelor's degree or progressive work experience in addition to the experience noted below • 10+ years of related experience in compliance, risk management, legal, audit, regulatory supervision, financial services, corporate governance, or a related discipline • Certified Regulatory Compliance Manager (CRCM), law degree, regulatory agency experience, audit/exam management experience, or other relevant professional certification preferred • Strong knowledge of U.S. bank regulatory requirements and compliance risk management expectations applicable to Corporate Office Compliance, including Regulation W and affiliate transaction requirements, Regulation O and insider lending requirements, the Volcker Rule and related covered fund/trading activity restrictions, and related governance, monitoring, training, reporting, issue management, and control expectations • Demonstrated experience providing independent compliance oversight, regulatory advice, and credible challenge to senior business leaders, Risk Owners, Oversight Functions, corporate functions, and control partners • Experience leading or contributing to Compliance Risk Management program activities, including regulatory inventory and control mapping, regulatory change management, compliance risk assessments, program effectiveness assessments, monitoring, issue management, training, governance reporting, and control oversight • Experience supporting or overseeing complex compliance governance programs, including policy and procedure management, business line procedure reviews, control mapping, monitoring plans, management reporting, committee materials, and audit or regulatory examination responses • Strong understanding of second-line oversight expectations, including the ability to assess program design, challenge control effectiveness, identify regulatory compliance risk, document rationale, and escalate issues appropriately • Proven ability to evaluate complex business processes, corporate function activities, third-party arrangements, affiliate transactions, insider-related processes, investment or trading-related activities, and governance artifacts to identify compliance considerations and recommend practical, risk-based solutions • Demonstrated ability to develop and maintain productive relationships with Legal, Finance, Treasury, Risk, Corporate Secretary, Third Party Risk Management, Audit, Regulatory Relations, Operations, Technology, business partners, senior management, and regulators • Strong organizational, analytical, judgment, and execution skills, with the ability to manage multiple priorities, lead complex workstreams, support regulatory or audit deliverables, and drive timely resolution of issues • Solid understanding of technology, data, systems, records, workflows, and operational processes as they relate to compliance controls, monitoring,
