Position Overview T12 Technologies is seeking a Senior Technical Project Manager to oversee large-scale IT programs and projects, ensuring successful planning, execution, and delivery aligned with MSDE strategic goals and organizational objectives. This role provides leadership, technical expertise, and oversight of cross-functional project teams, vendors, and business stakeholders. The Senior Technical Project Manager is responsible for coordinating all lifecycle phases—from requirements and design to implementation and adoption—ensuring quality, budget adherence, and compliance with established methodologies. Key Responsibilities: Program & Project Oversight: Implement and maintain policies, systems, and controls to ensure effective project performance and reporting. Lead and supervise program execution, ensuring alignment with MSDE goals, objectives, and strategic direction. Monitor interdependencies between initiatives and ensure coordinated, timely delivery of program outcomes. Communication & Stakeholder Management: Provide clear verbal and written updates on project status, risks, and issues to leadership. Recommend solutions, mitigation strategies, and decisions to the Director of Project Management and CIO. Collaborate with business units and IT leadership to assess needs and ensure capabilities align with user requirements. Technical & Analytical Leadership: Serve as a subject matter expert, guiding technical teams through system design, testing, and implementation. Conduct cost-benefit analyses, develop work plans, and oversee functional and technical solution design. Ensure high-quality installation and integration of new software/systems within the MSDE environment. Change Management & Adoption: Support functional divisions in onboarding and adoption of new systems, technologies, and business processes. Ensure solutions are integrated into operations efficiently and with minimal disruption. Vendor & Contract Management: Manage contractor relationships and assigned vendor engagements within program scope. Oversee invoicing, budgeting, forecasting, and contract compliance. Risk, Quality & Financial Management: Identify and mitigate project risks through structured frameworks such as CMMI. Ensure project deliverables meet quality standards, scope expectations, and timeline commitments. Manage resource allocation and adjust as needed to meet workload and budget constraints. Required Qualifications: Bachelor’s degree in Information Technology, Computer Science, Engineering, Business Administration, or a related field. A Master’s degree is preferred. PMP or equivalent project management certification strongly preferred. 5+ years of combined IT and business experience in strategic planning, development, implementation, and maintenance of systems across multiple platforms. Technical project management experience with the Software Development Lifecycle (SDLC). Preferred Qualifications At least 3 years of broad-based information systems project management, including exposure to modern architectures, enterprise network environments, and/or consulting. Experience implementing new computing architectures or networked systems. Ability to lead multiple high-complexity projects or large-scale program initiatives. Core Responsibilities Include: Leading multiple projects or an extensive program aligned with MSDE's strategic goals. Managing cost, timeline, scope, and quality of deliverables. Providing expert guidance across project lifecycles (design through implementation). Coordinating between technical teams, business stakeholders, and vendors. Executing risk management within the CMMI framework. Monitoring financials, including budgeting, forecasting, and contractor invoicing.
