White Parker is seeking a highly skilled, proactive, and experienced Senior Consultant - Program Manager resource to lead program delivery for a complex federal mission-support portfolio. You will serve as the Program Manager and executive interface, establishing governance, ensuring disciplined project definition and management practices, and orchestrating an integrated approach across change management, strategic planning, business transformation, process/performance improvement, data and tool modernization, facilitation, and ongoing business/project management support. You will direct the development and maintenance of an Integrated Master Schedule (IMS) using Government‑approved tools; manage status dashboards and risk/issue logs; and drive lessons learned and replication across initiatives. Key Responsibilities Own governance and quality management; chair internal reviews and monthly customer progress meetings; ensure ≥95% on‑time delivery of all contracted outputs. Oversee program execution across all workstreams: change management & communications; strategic planning & analysis; business transformation & initiative management; process & performance improvement; data/tool modernization; facilitation/coordination/documentation; and business/project management support. Direct the creation and upkeep of an IMS post‑award; maintain dashboards; manage risks/issues; recommend corrective actions to protect scope, schedule, and budget. Ensure strategic communication products are audience‑tailored, clear, and compliant with agency style/branding/clearance protocols; promote best practices and replication opportunities. Uphold accessibility standards for all electronic information (Section 508) and coordinate security/privacy practices (e.g., CAC/identity vetting, security training, NDAs). Serve as the key point of contact for the engagement (including both client POC and T. White Parker POC) Ensure engagement compliance with contract requirements. Minimum Qualifications Bachelor’s in Engineering, Business, or related field. Current PMP or DHS mid‑level PM (or equivalent). 7+ years of experience (or 5+ years with a Master’s or higher) leading executive‑level initiatives, advanced project management, business process re‑engineering, and executive coaching. Proficiency with Microsoft Project, Access, Office 365/SharePoint; ability to learn agency‑specific program management tools; excellent written/oral English. Desired Qualifications Experience supporting federal missions in national security, homeland security, or law enforcement environments. Lean Six Sigma (Black Belt or MBB), PgMP, or equivalent portfolio leadership credentials. About the Environment Our client is a federal mission-support organization undertaking enterprise change, strategic planning, business transformation, data/tool modernization, and continuous performance improvement across multiple business lines. Work is primarily on-site in the National Capital Region with occasional CONUS travel. Deliverables must be timely, accessible, and compliant with federal security and privacy standards. Work Conditions Core hours are 7:30 a.m.–5:00 p.m. ET, Monday–Friday, with occasional off‑hours support as needed. Some CONUS travel may be required. Key Personnel must be responsive during core hours; the Program Manager responds to Government requests within four (4) hours.
