ORGANIZATIONAL DESCRIPTION: Stratiscope harnesses the power of community by serving governmental agencies, professional associations, consulting firms, civic organizations, non-profits, corporations, and community leaders. We provide community engagement, strategic facilitation and planning, government relations and policy advising, and educational programs to this extraordinary spectrum of clients in support of their missions to build, serve, and advocate for their communities. POSITION SUMMARY: The Government and Public Affairs Manager will be focused on policy and coalition building by staffing and drafting reports for government agencies, professional associations and other clients, as well as attending city council and other local government meetings, advocating for policy and legislation at the federal, state, and local levels, and building or deepening relationships with elected officials. The position will also manage projects related to these clients as well as others. The Government and Public Affairs Manager reports directly to the CEO and coordinates with other staff at Stratiscope, as well as interacts with members of governmental entities, various associations, client leadership and staff, external organizations, and the community. ESSENTIAL DUTIES and RESPONSIBILITIES: Project Management & Communications (60%) • Manage projects to support client objectives and milestones. • Implement a multi-channel strategic media and public relations plans to cultivate and enhance meaningful relationships with targeted audiences, including communities, media, elected officials, and key partners. • Create or edit external communications including press releases, articles, fact sheets, emails, e-newsletters, action alerts, letters, and annual reports. • Develop sponsors and secure their participation in funding events, underwriting awards, and providing resources for a variety of purposes. • Supervise management of websites and social media. • Represent clients and Stratiscope at meetings, events, and other appropriate conferences. • Other duties as assigned. Policy and Coalition Building (40%) • Track legislation and policies, conduct legislative research and analysis, draft policy briefs and factsheets, and support the development of legislation on issues pertaining to funding and financial allocations, transit, housing, safety and disaster management, licensing, building regulations, and other matters. • Build relationships and regularly meet with elected officials and their staff including members of Congress, state office-holders, regional governmental bodies, county supervisors, and city councilmembers. • Attend meetings on behalf of agencies and clients, including speaking on their behalf, and summarize city council and other government meetings. • Research grant and programmatic opportunities. • Manage working groups, committees and policy development efforts. • Process paperwork and reporting related to agency operations and requirements. • Promote civic engagement within the business community and employees, schools, and residents to encourage participation at hearings, town hall discussions, and events. • Utilize community input to build support for policies among local governments, business associations, philanthropic and non-profits organizations, and community organizations. • Develop campaigns and participate in coalitions, draft letters, and assist in mobilizing communities, association members, and local elected officials and their staff, including collecting data, testimonials, and endorsements. • Assist in creating and implementing policies through legislation and budgetary investments in the City/County of Los Angeles, as well as in other federal, state, and local jurisdictions. • Participate in community, government, and other task forces. • Other duties as assigned. QUALIFICATIONS: • Bachelor's degree required. • Minimum 3 years of experience in public policy, government affairs, and communications within a nonprofit organization, trade association, or local, state, or federal government agency or elected office (5 years of experience is preferred). • Excellent oral and written communication skills, including the ability to present complex information concisely to engaged and less engaged audiences. • Experience with public speaking and presentation development. • Proven ability to identify, develop, and leverage key relationships into collaborative opportunities with a range of stakeholders and diverse communities. • Demonstrated ability to effectively prioritize multiple projects and objectives, lead projects, and work effectively with others internally to produce positive results. • Strong understanding of the inner workings of local government, state legislature and Congress, legislative committees, and relevant government agencies. • High degree of self-motivation, ethics, and commitment to inclusion. OTHER: • Requires some travel, mainly throughout Southern California. • Some nights and weekends required.
