Job Title: Provider Procurement SMP Client: New York State Department of Health (DOH) Engagement Type: Contract (Task Order – In Development) Duration: March 2026 – August 2026 Hours: 40 hours per week Travel: Ad-hoc Position Overview We are seeking an experienced Provider Procurement SMP to support the New York State Department of Health (DOH) in completing the procurement of a Provider Management Module. This role will focus on documenting business and technical requirements, drafting procurement documentation, conducting market research, and assisting in the development of an implementation strategy. The selected candidate will play a critical role in shaping the Provider Management Procurement process, ensuring alignment with business objectives, measurable outcomes, and industry best practices. Key Responsibilities Document detailed business and technical requirements for a Provider Management Module Request for Proposal (RFP). Assess current-state provider business processes and translate them into future-state requirements and workflows. Conduct market research and provide insights into provider management systems and processes nationwide. Draft key performance indicators (KPIs) and measurable business outcomes for the Provider module. Facilitate stakeholder meetings to gather feedback on requirements and RFP documentation. Assist in developing a phased implementation strategy and timeline for the Provider Management Module. Develop bidder questions aligned with the RFP scope and requirements. Produce high-quality, grammatically sound procurement and RFP documentation. Required Qualifications Minimum 12 years of intensive and progressive experience in the applicable specialty field. Demonstrated experience developing and/or managing business requirements and business processes supporting implementation of a Provider Management module. Bachelor’s degree required. Preferred Qualifications Master’s degree. Minimum of two (2) years of experience within a large healthcare system. Certifications and/or hands-on experience in: Process improvement methodologies (Lean Six Sigma, Agile, PDCA, Kanban) Project Management or Business Analysis ITIL Service Management CompTIA, Oracle, Microsoft, Cisco, AWS IT Governance, IT Auditing, or IT Risk Management Scope of Work The consultant will support DOH in drafting and completing Provider Management procurement documentation, including: Identifying and documenting business and technical requirements Developing bidder evaluation questions (as needed) Designing an implementation strategy with defined phases and timelines Establishing KPIs and expected business outcomes to evaluate post-implementation success Target Completion Date: August 2026
