This recruitment is only open to Department of Revenue employees. The Department of Revenue's Taxpayer Account Administration (TAA) division has announced an exciting position as a TAA Systems Analyst (Business Analyst - Journey) that supports system functions for excise tax support. This is NOT an end user of the Automated Tax and Licensing Administration System (ATLAS) and does not perform the core work of TAA business teams. This position reports to one of four Program Coordinators in the TAA division. You must be a self-starter, an effective communicator, and have exceptional attention to detail. Taxpayer Account Administration (TAA) is a division within Revenue that administers many programs including forest excise tax, fish tax, cigarette and other tobacco products taxes, local sales tax, tax incentives, and reseller permits. Additionally, the division is responsible for the distribution of state and local taxes, ensuring compliance with the Revised Uniform Unclaimed Property Act, and returning unclaimed property (UCP) to the rightful owners. In support of ATLAS, the journey-level System Specialist/Business Analyst is directly involved in developing, implementing, and maintaining ATLAS and My DOR online services. Serving as the interpreter and communication bridge between technology and business users in the agency. Duties include analyzing the business needs, the impact of proposed changes, and documenting requirements, as well as facilitating the communication and delivery of the requirements with relevant stakeholders. You can also expect to manage ATLAS system changes from the initial request to the final implementation. This position is also responsible for: • Facilitating the understanding of IT systems/applications, business processes, and customer requirements across multiple stakeholders. • System quality assurance execution through comprehensive and accurate testing of ATLAS changes, enhancements, defects, projects, core system upgrades, and service packs. • Gathering and documenting business rules and business processes as they relate to ATLAS. • Serving as a technical advisor to the division and the department in relation to TAA functionality, specifically regarding Local Tax functions in ATLAS, in the following areas: • Add-on Local Tax Components. • State Share Local Tax Components. • FAA Local Tax. • Local Forest Tax. • Pool Codes. • Partner Portal. • Local Tax Codes. We are seeking a motivated professional with progressive experience in software testing, particularly ATLAS testing, who demonstrates an in-depth knowledge of business processes within Taxpayer Account Administration. Additionally, this position requires a high level of expertise in the following: Software Testing Expertise Demonstrates deep understanding of software testing methodologies and quality assurance practices, particularly in enterprise systems like ATLAS. Applies this knowledge to ensure accurate and effective validation of system changes. Business Process Acumen in Taxpayer Account Administration Possesses in-depth knowledge of TAA business operations, including external dependencies and legislative impacts. Uses this understanding to evaluate system functionality and ensure accurate testing and implementation. Advanced Facilitation and Requirements Elicitation Skilled in leading discussions to gather business needs and requirements. Applies conflict resolution techniques to align diverse stakeholder perspectives. Effective Communication Communicates clearly and effectively in both verbal and written formats. Uses questioning techniques to gather reliable information and ensure mutual understanding across technical and business audiences. ATLAS System Proficiency Demonstrates daily proficiency in using ATLAS tools such as FCR and Delivery Workbench to manage work assignments and collaborate with technical and business teams. In addition to the requirements above, the following qualifications are desired: IT Solution Delivery and Testing Leadership Applies advanced knowledge of IT solution development, testing, and implementation. Demonstrates ability to lead cross-functional teams and manage testing strategies for integrated enterprise systems. OR Three (3) or more years of proven working knowledge and experience developing, testing, analyzing, and implementing Information Technology solutions or services IT System Analysis and Lifecycle Management Experienced in analyzing business processes and designing software solutions. Understands the full system development lifecycle and applies this knowledge to maintain and enhance IT systems. Educational Foundation in Business or IT Holds a bachelor’s degree or equivalent experience in a field related to business analysis or quality control. Applies academic principles to support structured and effective system development. OR Bachelor’s Degree from an accredited institution whose accreditation is recognized by the U.S. Department of Education or equivalent combination of education/experience. Business Analysis Certification (CCBA) Applies industry-standard business analysis practices to improve requirement gathering, stakeholder engagement, and solution delivery. BABOK Methodology Knowledge Uses the Business Analysis Body of Knowledge (BABOK) framework to streamline and mature business analysis services, ensuring alignment with best practices. Customer Relationship Management Builds and maintains positive, productive relationships with internal and external stakeholders. Demonstrates a service-oriented mindset and fosters trust across teams.
