Senior Policy Analyst – Health Service Consultant 4 Permanent · Full-time · Home based The Senior Policy Analyst (HSC4) serves in the Prevention and Community Health Division and reports to the Policy & Rules Manager. The position represents the assigned program to public and elected officials on issues of high visibility and/or sensitivity. This position provides expert policy planning and development and leads the policy work for the Office of Family and Community Health Improvement (OFCHI). This work includes reproductive health, gender-affirming care, and child and adolescent health. • Support the policy goals of the division by serving as agency policy expert for the Office of Family and Community Health Improvement (OFCHI). • Coordinates the development and implementation of office policy priorities with knowledge of evidence-based interventions and current literature on promising practices and policy trends in the field. • Develops formal responses to inquiries from the governor, state or federal legislators/staff, constituents, groups, or the public based on information gathered from ID technical experts and managers. • Reviews proposed legislation, creates concise and complete bill analyses, drafts messages to the legislature and testimony for the department, and observes and reports on hearings. • Developing proposals, including proposed rules, legislation, and supporting documents that solve problems or meet other program needs. • Provide timely and appropriate training to division staff regarding policy activities. • Guide and assist with project management of meeting legislative mandates. • Writes and edits regulatory language for office-specific laws and rules. • Uses data to analyze appropriate policy and regulatory options, assisting program staff and agency economists in developing required economic analysis. • Collaborates with division and agency staff, State Board of Health, and partners to develop and coordinate internal and external communications for rule-making projects. During legislative sessions, this position may be required to be present on campus, as needed. Notice beforehand will be provided. This is a remote/home-based position available to applicants residing anywhere in Washington State, as well as those living near the Oregon/Washington border and the Idaho/Washington border. Required Qualifications (you must meet ONE of the provided options and any additional criteria listed): Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile. • Option 1: Five (5) or more years of demonstrated experience in analyzing policies or legislation for a public agency, non-profit, or other organization • Option 2: Bachelor’s degree or higher AND Two (2) or more years of demonstrated experience in analyzing policies or legislation for a public agency, non-profit, or other organization AND • Demonstrated experience in the following (applies to both options): • Knowledge of state government, the legislative process and rulemaking activities. • One (1) year of research and analysis experience. • One (1) year of experience writing reports, documents, or other materials for large or diverse audiences. • One (1) year of experience managing projects or coordinating bodies of work. • One (1) year of experience collaborating with internal and/or external partners. Preferred Qualifications: • A master’s degree with a major in public health, public policy, public administration, law, or a closely allied field • Advanced knowledge of conventions and standards in policy writing. • Project management experience.
