Rural Nursing Education Program Manager Health Services Consultant 4 Center for Whole Person Care Permanent · Full-time · Home-based The Opportunity The Washington State Department of Health (DOH) is dedicated to protecting and promoting the health of all Washingtonians. Within the Executive Office of Prevention, Safety & Health, the Center for Whole Person Care (CAWPC) leads efforts to expand equitable access to integrated health and social services statewide. This position reports to the Director of Health Workforce and Primary Care Systems Development and provides direct supervision to Rural Nursing Education Program (RNEP) staff. As the agency’s subject matter expert for RNEP, you will manage daily operations, oversee grants and funding sources, and drive efforts to strengthen Washington’s rural nursing workforce and improve access to care. Key Responsibilities • Manage the daily operations of RNEP and ensure programs align with the mission, vision, and goals. • Oversee all grant activities, including reporting, budget tracking, contract management, and application development. • Prepare reports for funders, leadership, the RNEP Advisory Committee, and legislative inquiries. • Serve as liaison to federal funders and ensure compliance with financial and grant requirements. • Recruit RNEP program participants at Critical Access Hospitals and rural health facilities statewide. • Build and strengthen partnerships with academic institutions across Washington. • Promote RNEP’s mission and activities to external partners. Option 1: Six or more years of experience managing public health programs or health services, with at least three years of supervisory experience. Option 2: Bachelor's degree in public health, nursing, social and behavioral science, public administration, health education or promotion, or closely allied field; and six or more years of experience managing public health programs or health services with at least three of these years in a supervisory capacity. Option 3: Master's degree in public health, nursing, social and behavioral science, public administration, health education or promotion, or closely allied field; and four or more years of experience managing public health programs or health services, with at least three of these years in a supervisory capacity. Additional Required Knowledge, Skills, Abilities, and Experience: • Grant writing • Project management • Budget tracking and monitoring • Preparing annual performance reports • Working with rural and/or under-resourced communities • Practical skills in MS Excel for spreadsheet creation and database management, MS Word for document creation and formatting, and Microsoft Outlook or similar email systems for electronic correspondence. Preferred/Desired Knowledge, Skills, Abilities, and Experience: • Understanding of nursing education rules, regulations, and requirements. • Experience working with health care facilities located in rural communities.
