Program Manager, Health Services Consultant 4 (HSC4) DOH8710 This permanent, full-time, hybrid position is home-based with the expectation of in-person attendance at the Tumwater, WA duty station for meetings and training at a minimum of one day per month. The Office of Health Professions (OHP) contributes to the Washington Department of Health mission by working with advisory committees, boards, commissions, and partner commissioners to regulate 563,179 health care providers in 93 different professions. We handle the licensing, credentialing, and regulation of these health professions to protect public health and ensure a qualified, diverse, and supported health workforce while promoting equitable access to healthcare for all Washingtonians. This position supports the department’s mission to improve the health of people in Washington State by managing specialized statewide program activities within Office of Health Professions (OHP). As delegated by the appointing authority, and/or from the assigned Commission, Board, or Committee this position serves as a technical specialist and agency wide expert on issues of high visibility and high sensitivity related to RCWs, WACs, commission, board, committee, Secretary professions, and department policies and procedures and has the authority to act on behalf of the department and OHP. Responsibilities include oversight in support of the roles and responsibilities assigned to Board of Optometry, Dispensing Optician Committee, Nursing Pool Profession, and Ocularist Profession; developing and implementing health policies and procedures; and providing program expertise for development of interpretive statements and rule and legislation review. Some of what you’ll do… • Provide support at all meetings and conducts, coordinates, or approves examination of assigned commissions, boards, committees, and Secretary professions. • Coordinate approval/denial process for lists and labels for educational institutions and professional associations • Work with licensing staff to ensure that credentials are issued according to profession statute and rule and to protect public health and safety. • Manage reviews of non-routine credential applications and notify applicants regarding compliance for assigned programs. • Attend and participate in case management team (CMT) meetings for assigned professions to ensure that decisions made on disciplinary cases protect public health and safety. • Annually review Joint Operating Agreement (JOA) with commissions and boards, develop biennial business plans for commissions, boards, and committees, to support program initiatives and the items in the JOA. • Serve as a contact for OHP Programs. • Prepare and monitors budgets. It is anticipated that you’ll be expected at the DOH facility located in Tumwater, WA for work activities 1 day monthly and on an ad hoc basis depending on the business need. Required Qualifications (you must meet ONE of the provided options and any additional criteria listed.): Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile. Option 1: Six (6) or more years of management or consultative experience in a health care services program or closely allied field. Option 2: An associate degree or higher; AND four (4) or more years of management or consultative experience in a health services program or closely allied field. Option 3: A bachelor's degree or higher; AND two (2) or more years of management or consultative experience in a health services program or closely allied field. Option 4: A master’s degree or higher; AND one (1) or more years of management or consultative experience in a health services program or closely allied field. AND (for ALL the above options) the following: Experience in at least two (2) of the following: • Rule, policy or legislative drafting and implementation. • Health services planning. • Compiling and analyzing data for reporting. AND the following Knowledge, Skills and Abilities (Competencies): Ability to work in a team - Able to build rapport with others and develop and work within commission, board, committee and facility support; demonstrates respect for others’ perspectives and needs; treats others with dignity and actively supports the good ideas of others; demonstrates broad knowledge of the department and division missions and guiding principles, and the team’s role within that structure. Analytical/critical thinking skills - Able to identify key facts in an array of data and detect when information may be incorrect, missing, or require verification; able to judge appropriate actions or responses to information based on clear guidelines, procedures, or requirements; able to determine, analyze, and weigh the risks versus benefits in providing input related to health care provider disciplinary issues ; uses judgment and critical thinking to infer/interpret meaning of information and form conclusions which resolve problems; develops effective collection and analysis methods for statistical data. Communicates Effectively – Developing and delivering multi-mode communications that convey a clear understanding of the unique needs of different audiences. Knowledge and enforcement of rules, regulations - With assistance from disciplinary staff, able to clearly explain health care provider-related rules and regulations and what constitutes violation of them; consistently and objectively applies the “letter of the law,” while also considering the “intent of the law” in order to determine appropriate enforcement action; able to effectively prioritize seriousness of complaints and urgency of disciplinary actions to ensure most dangerous violations are addressed first; able to identify and explain how rules work together or contradict one another, and how effectively they may be practically enforced.
