Your opportunity at a glance The WSLCB Director’s Office is announcing an exciting opportunity for IT Project Management - Senior/Specialist at Olympia, WA. This position is a Project appointment. The project appointment is anticipated to last through June 30, 2027. This position reports to the Enterprise Project Manager in the WSLCB Director’s Office. In this position, you will be responsible for overseeing and guiding cross-divisional teams including technical service owners, product owners, subject matter experts and other stakeholders to establish and enforce the IT project management governance applied to the implementation of the Tax and Fee Systems Replacement Project. Successful delivery of the new Tax and Fee system supports the agency’s mission to promote public safety and trust through fair administration and enforcement of liquor, tobacco and cannabis laws and secure tax and fee revenues. Depending on your job duties, work location and supervisor approval, eligible employees who are new mothers, fathers or legal guardians can bring their infant (six weeks to six months) when they return to work • Free parking Some of the duties you will perform are: • Establish IT project management governance that aligns with the agency’s portfolio management and product management, and organizational change management strategies. • Establish the value proposition of IT project management principles within the organization, including: Control and Consistency; Accountability; Validation; and Execution. • Develop, implement and maintain IT project management strategies and guiding principles that align with the agency’s operational goals and objectives in the following areas: Scope Management; Work Plan and Schedule Development; Project Communication Planning; Deliverables/Artifact Management and Organization; Requirements Traceability and Testing Coordination; Issue and Risk Management; Vendor Management (when applicable) and; Status Reporting. • Evaluate project management processes, procedures and tools, and identify opportunities for continuous improvement. Where there are gaps, develop, implement and maintain new ones. • Collaborate with key stakeholders to understand their organizational needs and develop project governance that enables proper escalation, decision-making, and scope. • Create project plans that define project scope, schedule and budget within areas of assignment. • Develop and/or adapt project implementation methodologies that best meet project goals and objectives given the situation at hand, including change control, within areas of assignment. • Manage resources to ensure project milestones and activities are on schedule within areas of assignment. • Identify risks and issues, including facilitation of discussions to remove obstacles, mitigate or remove risks. Escalate when appropriate. • Provide clear direction to teams of project performance expectations within areas of assignment. Hold project team members, project sponsors, product owners, project stakeholders and yourself accountable for project accomplishments and success. • Enhance collaboration with tools, templates, and a clear understanding of strategic project goals. • Identify projects tasks that are dependent on each other and reduce inefficiencies or redundancies that prevent maximum resource utilization. • Coordinate with contracts, procurement, customers and colleagues in the acquisition and maintenance of technologies. • Develop requirements to inform statements of work, assisting in the development of procurement documents and analyzing submitted vendor proposals. • Monitor and evaluate deliverables submitted by vendors and work with the assigned LCB contract manager to ensure billables match deliverables. • Establish performance metrics to measure progress and compliance with project scope, schedule, budget, and expected outcomes. Required Qualifications: Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify. Eight (8) or more years of demonstrated progressive experience in a wide range of technical disciplines such as business analysis, systems analysis, system integration, software quality assurance, system administration, network administration, software development/configuration, hosting, and cyber security. Four (4) years of the above experience needs to be specifically managing complex IT projects using PMBOK standards and principles. Additionally, you should also have progressive experience and knowledge in following areas: • IT project management. • Project management methodologies, practices, tools and techniques such as Agile, Scrum, Kanban, Lean, Waterfall, Sig Sigma and PMBOK. • Organizational Change Management methodologies, practices and techniques such as ADKAR or PROSCI. • Technical proficiency in project management software such as Azure DevOps (ADO), Microsoft Project or Trello. • Establishing enterprise level IT Project Management governance frameworks. • Product management and solution architecture concepts and their application to project scope and management. OR An Associate’s degree from an accredited college or university in Management, Business, Computer Science, or other closely related field AND Six (6) or more years of demonstrated progressive experience in a wide range of technical disciplines as listed above. Four (4) years of the above experience needs to be specifically managing complex IT projects using PMBOK standards and principles. OR A Bachelor’s degree or above from an accredited college or university in Management, Business, Computer Science, or other closely related field AND Four (4) or more years of demonstrated progressive experience in a wide range of technical disciplines as listed above. Preferred/Desired Qualifications: • PM Certification from an accredited institution, e.g. Project Management Institute (PMI). • Certified Change Management Professional (CCMP). • Washington State Department of Enterprise Services (DES) Procurement and Contract Management training. • Working level knowledge of the WaTech investment planning and gated funding process.
