The Opportunity WSDOT has an exciting opportunity for a knowledgeable and detail-oriented program manager. The Office of Human Resources and Safety is seeking a General Service Program Manager within the Classification, Compensation, and Reporting Unit. This position plays a critical role in advancing WSDOT’s mission and workforce development initiatives by administering the agency’s general service allocation program, a complex, high-volume, and statewide effort that ensures consistency, equity, and compliance across all agency positions, including Information Technology Professional Structure (ITPS) and Marine Division classifications. As the subject matter expert and primary point of contact for general service allocations, this role guides classification decisions, manages allocation appeals, and partners with leadership to develop and implement agency-wide policies. A strong candidate will possess advanced knowledge of classification and compensation principles, expertise in state and federal employment laws, exceptional analytical and decision-making skills, and the ability to communicate effectively with diverse stakeholders across all levels of the agency. What to Expect Among the varied range of responsibilities held within this role, the General Service Program Manager will: • Administer the statewide General Service Program for WSDOT; make programmatic decisions that have statewide impact. • Draft agency policy updates of the Human Resources Desk Manual (Chapters 18, Classification, and 21, Compensation), for review by the Class and Comp Manager. • Develop and deliver statewide position allocation action resources and materials, training modules, communities of practice. • As designated subject matter expert and point of contact for the functional area, provide guidance to regional HR managers and HR consultants for allocation work. • Provide guidance and direction on overtime eligibility review and updates pursuant to Washington’s Minimum Wage Act. • Interpret and apply knowledge of applicable authorizing environment (agency policy, collective bargaining agreement, state, and/or federal regulation) to all actions. • Review and make final allocation determination for all agency reallocation denials and represent the agency in the allocation appeal process. • Direct regional HR staff on best practices for consulting on in-training and project employment and for final processing of in-training and project employment actions. • Serve as the delegated chair to the agency ITPS Review Committee. • Support biennial agency classification and compensation proposal projects. Qualifications To be considered for this opportunity, the following are required: • Classification and Compensation Expertise: Substantial competence and proficiency in classification and compensation principles, application of classification systems, allocation procedures, and compensation structures with demonstrated experience performing job analysis and understanding complexities of work within a large agency. • Human Resource Program Knowledge: Comprehensive understanding of HR management best practices, with focus on customer consulting for classification and compensation determinations, and the ability to integrate these into broader workforce strategies. • Policy Analysis and Development: Demonstrated ability to analyze policy issues, contribute to decision-making processes, and provide informed recommendations for policy updates aligned with organizational goals related to classification and compensation. • Collaboration and Relationship Management: Proven success in fostering and developing constructive and collaborative organizational-wide relationships, with ability to lead through communication, trust-building, and shared outcomes. • Regulatory Interpretation and Application: Ability to interpret and apply Washington Administrative Code (WAC), Revised Code of Washington (RCW), collective bargaining agreements, and state or federal requirements in the administration of HR programs, ensuring legal compliance and organizational integrity. • Project and Priority Management: Project management skills with ability to prioritize, execute, and deliver timely results in a high-pressure environment. Proficiency in Microsoft Office tools (Excel, Word, PowerPoint, Outlook). • Respect and Equity: Demonstrated ability to contribute to a work environment that fosters respect, inclusion, and equal opportunity for all. • Confidentiality and Professional Integrity: Consistent ability to handle sensitive information discreetly, maintaining confidentiality and professional ethics in all interactions.
