The Opportunity WSDOT is currently seeking to fill multiple Transportation Planning Specialist 3 (TPS3) positions in Union Gap, WA. These roles serve as Environmental Coordinators for design documentation, permitting, and construction compliance. In this role, you will lead and coordinate advanced work to procure environmental studies, reports, documents, and permit approvals for design and construction projects, ensuring compliance with federal, state, tribal, and local regulations, including NEPA and SEPA. You will provide technical guidance, review project materials for environmental compliance, and support regional teams by interpreting policies and applying professional standards. Successful candidates bring strong skills in environmental documentation and permitting, policy interpretation, technical review, and leadership, helping advance WSDOT's mission to provide safe, reliable, and cost-effective transportation options. What to Expect Among the varied range of responsibilities held within this role, you will: • Complete NEPA and SEPA documentation for transportation projects delivered through design-build and design-bid-build methods. • Coordinate, evaluate, and track environmental research studies, reports, documentation, commitments, and permits for project development, construction, and other offices for compliance with Federal, State, Tribal, and local agencies regulations. • Obtain all necessary environmental permits for transportation projects. • Develop and track project schedules, budgets, workforce estimates, and environmental contract commitments for assigned projects. • Lead and support the work of interdisciplinary and inter-agency project teams. • Coordinate, communicate, and advise construction personnel on environmental commitments during construction. • Conduct site visits to monitor construction compliance with NEPA, SEPA, and environmental permit conditions. Effectively communicate on a regular basis with design and construction personnel, WSDOT Environmental Management, outside agencies and the public. • Understand, interpret, and effectively communicate environmental laws, regulations and compliance procedures to design and construction staff. Qualifications To be considered for this opportunity, the following are required: • Data Stewardship & Analysis: Ability to accurately collect, maintain, organize, and clearly report on environmental, transportation, and planning-related data using appropriate tools, systems, and standards. • Research and Analytical Skills/Abilities: Experience with researching, evaluating, and drawing conclusions from data to assess environmental impacts; support recommendations with facts and analysis; interpret and apply rules, laws, policies, and procedures. • Communication: Ability to convey ideas and facts written and orally using language appropriate to setting and understandable to audience. • Planning Studies & Technical Writing: Ability to draft and complete portions of complex transportation and planning documents, as part of diverse teams or independently, using accepted analytical methods and professional standards. • Budget Management: Ability to develop and manage project budgets and schedules, identify and anticipate potential conflicts and critical paths, and produce deliverables on agreed timelines. • Graphics & Presentation Development: Ability to develop clear and effective graphics, maps, and presentation materials. • Safety Planning & Implementation: Ability to plan and implement safety protocols and behavior in all aspects of work, including field visits and public events, while maintaining current training and compliance with safety procedures. • Policy & Plan Review: Ability to review local, regional, and statewide transportation and land use plans for applicability and implementation in a timely and clear manner using agency policies, plans, and standards. • Regulatory & Stakeholder Coordination: Ability to maintain and contribute to collaborative relationships across regulatory agencies, stakeholder groups, and tribes, as well as coordinate on applications, policies, and regulatory matters with said groups according to established guidance and directives. • Professional Collaboration & Communication: Ability to collaborate effectively within multidisciplinary teams and communicate complex technical information clearly and professionally. • Legal & Safe Vehicle Operation: Ability to operate a state vehicle in a legal and safe manner as required for job duties. • Organizational Culture & Safety: Promotes a respectful workplace culture and champions WSDOT's core values of Diversity, Equity and Inclusion, Resilience, and Workforce Development. • Growth Mindset: Actively demonstrates a commitment to learning and growth. • Service-Oriented: Takes action to meet the needs of others. In addition to the above, the following are also required: • Ability to travel locally and regionally to attend occasional meetings, training, or construction site visits for data collection. • Ability to transport equipment up to 40 pounds individually or assist with transporting equipment up to 70 pounds. It is preferred that qualified candidates also have: • Environmental Documentation & Permitting: Demonstrated ability to complete environmental documentation and permitting for transportation projects, including coordinating regulatory requirements, managing project deliverables, and applying relevant planning, environmental, or project management principles. Experience may be gained through professional roles in transportation planning, environmental compliance, business administration, or project management. • Environmental Lead on Complex Projects: Experience as an environmental lead contact on complex projects, including with higher-level NEPA and SEPA documents, restoration or mitigation proposals, and/or reviewing project designs and specifications for compliance with environmental documentation and permitting requirements. • Construction Compliance: Experience with site inspections and collaboration with contract administration teams and/or contractors to ensure implementation of environmental documentation and permitting requirements, inspection of installed best management practices (BMPs) on construction sites for protection of environmental resources and accurate permit management. • Geospatial Analysis & Mapping: Experience with GIS tools for spatial analysis and visualization to support transportation planning efforts.
