The Opportunity WSDOT is currently seeking an Engineering Manager to lead the delivery of the Northwest Region's construction program in full compliance with local, state, and federal standards. This role oversees the development and execution of highway construction projects to ensure they are completed within the approved scope, schedule, and budget. The Engineering Manager will establish and implement policies that support efficient management of significant public funds and a diverse workforce. This position plays a critical leadership role in supporting program accountability, operational excellence, and successful project outcomes. What to Expect Among the varied range of responsibilities held within this role, the Engineering Manager will: • Plan and lead organizational work to ensure effective use of resources and strong employee performance. • Oversee and guide Project Development and Design Engineering activities for highway construction projects, including Design-Build and Design-Bid-Build delivery. • Develop and implement strategies that support on-schedule, within-budget delivery of the Northwest Region's highway construction program. • Strengthen workforce engagement by creating opportunities for meaningful work, improving efficiency, and empowering employees with clear accountability. • Coordinate engineering activities and communication with internal and external partners to ensure constructible, compliant, and well-supported contract plans. • Champion ethical conduct, safety initiatives, and a diverse, inclusive workforce across all organizational levels. • Mentor and advise WSDOT and consultant engineering staff in Practical Solutions, Practical Design, community engagement, and delivery method expectations. • Represent WSDOT on local agency committees, community meetings, task forces, and stakeholder groups to support project development and problem resolution. Qualifications To be considered for this opportunity, the following are required: • Civil Engineering Expertise: Experience applying civil engineering principles in the design, analysis, and construction of transportation infrastructure. Knowledge of highway project development, NEPA, SEPA, and permitting requirements, right-of-way acquisition processes, and access management laws and guidelines. • Project and Program Management: Proven ability to manage the delivery of complex design and construction projects. Skilled in project planning, scope and schedule management, budgeting, and application of quality management principles and tools to improve project outcomes. • Leadership and Supervision: Ability to lead, mentor, and develop engineering and technical staff. Experience managing teams to meet performance goals, planning workforce needs, allocating resources effectively, and resolving personnel or performance issues. • Stakeholder and Agency Coordination: Demonstrated success in coordinating and negotiating with local jurisdictions, tribal governments, and regulatory agencies to meet project objectives and resolve issues. • Communication Skills: Effective verbal and written communication skills, including the ability to prepare technical reports, present complex information to diverse audiences, and represent the agency in public meetings and interagency settings. • Collaboration and Problem Solving: Ability to work collaboratively across disciplines to resolve major design and construction challenges, disputes, and claims. In addition to the above, the following are also required: • Licensed as a Civil Professional Engineer in the state of Washington, or hold licensure as a Civil Professional Engineer in another state with the ability to obtain Washington licensure within six (6) months of hire. • Ability to be available for emergency response on an as-needed basis. It is preferred that qualified candidates also have: • Advanced Education and Experience: Holds a master's degree in Engineering, Construction, Management, Business, or Public Administration and experience in construction and design of highway projects. • Design Build and Design Bid Build Delivery: Demonstrated experience in administering or executing Design Build and Design Bid Build projects. • WSDOT Policy and Procedures Knowledge: Possesses knowledge of WSDOT policies, practices, and procedures related to project development.
