If so, this is your chance to make a direct impact as a DOSH Crane Compliance Manager. L&I's Division of Occupational Safety and Health (DOSH) by developing and enforcing rules that protect workers from hazardous job conditions. Our inspectors visit about 5,000 workplaces each year and cite businesses that violate health and safety rules. Every day, Washington's crane workers face risks from overhead hazards, heavy machinery, falls from heights high-risk construction, and extreme environments. Your work ensures those workers return home safely. You won't just enforce rules - you'll influence culture, prevent tragedies, and leave a lasting mark on the safety of our state. Our mission is simple yet vital: Keep Washington Safe and Working. As a front-line manager, you'll be highly visible and high-profile in a high-stakes environment that carries tremendous responsibility with it due to the extremely high level of risk created when unsafe cranes are operated, or cranes are operated unsafely. Learn more about DOSH here: Duties Some of what you'll do: • DOSH priorities include: • Improve statewide consistency and technical proficiency. • Deliver services that are tailored to the needs of small business. • Recruit and retain qualified staff; Enhance technical skills and professionalism of staff. • DOSH Compliance worker safety and health key measures for these workgroups include: • Ensure staff are working toward reaching the statewide goal of 5000 compliance inspections. • Ensure that at least 95% of the time inspectors verify the correction of serious violations within 14 days of the abatement date. • Maintain safety citation lapse time at or below 45 days (opening conference to supervisor approval). • Conduct audits of the third-party crane certifiers approved by the Department to inspect and certify cranes. • Approve, deny, suspend and revoke tower crane permits. • The position is critical to Washington and the Agency for: • Coordination of multi-disciplinary services, implementation of regulatory reform initiatives, as well as developing and testing new philosophies, policies, and procedures within DOSH to reduce the incidence of work-related injuries and illnesses and to assure public safety. • Collaboration in policy development, review and approval with the Statewide Compliance Senior Program Manager, other DOSH Senior Program Managers, peers from other regions, and with appropriate Central Office managers. • Overseeing policy implementation and application in appropriate regional program areas. Ensure legal and technical accuracy of decisions made, including those that require final approval at an executive management level. • And much more! Qualifications Required: • Five or more years of progressively responsible management and leadership experience showing successful performance management to reach targeted results in a complex matrix program or organization that provided regulatory enforcement functions. Strong management and leadership skills. • Expert knowledge of federal and state occupational safety and health programs, policies and regulations. Demonstrated ability to exercise good judgment in high profile cases or complex issues. Knowledge of government and public policy processes. • Expert knowledge of cranes and crane operations. Must have at least 7 years of experience operating, certifying and/or maintaining cranes. • Expert knowledge of public sector management and leadership principles. • Advanced knowledge of computerized data and information systems. • Demonstrated ability to think and plan strategically, develop and implement performance measurement systems, and achieve measurable results that are critical to the agency's mission. • Skills to manage perceptions in a highly political environment; build partnerships; and address multiple issues, competing priorities, and diverse interests of internal and external parties. Demonstrated skill in developing effective partnerships with stakeholder groups (including any interaction with business and/or labor and individuals). Demonstrated success relating to recognized collective bargaining organizations and ability to maintain excellent labor relations. • Effective public speaking, interpersonal and written communication skills. Ability to make effective use of quality tools and principles. Ability to lead problem-solving activities to improve program performance. • Knowledge and skills to manage human resources, including significant knowledge of federal and state employment laws and labor contracts, recruitment and fair hiring practices, performance appraisal, coaching and mentoring, corrective and disciplinary action, motivating and empowering staff, promoting a diverse workforce, balancing management and employee rights and responsibilities, and providing a safe and healthful workplace. Demonstrated ability to provide direction and guidance to line staff and others not under direct supervisory control. Demonstrated commitment to and understanding of worker health and safety. Desired: • A Bachelor's degree with major study in Safety, Industrial Hygiene, Chemistry, Physics or related field, and progressively responsible leadership experience managing for results in a complex program or organization providing regulatory enforcement function (or, equivalent years of work experience in mid-level or higher management). • Strong management and leadership skills. • Demonstrated ability to exercise good judgment in high profile cases or complex issues. • Demonstrated ability to provide direction and guidance to line staff and others not under direct supervisory control. • Knowledge of government and public policy processes. • Demonstrated skill in developing effective partnerships with stakeholder groups (including any interaction with business and/or labor and individuals. • Demonstrated success relating to recognized collective bargaining organizations and ability to maintain excellent labor relations. • Demonstrated commitment to and understanding of worker health and safety. • Outstanding written and interpersonal communication skills. • Ability to make effective use of quality tools and principles. • Ability to lead problem-solving activities to improve program performance.
