Business Transition Lead - Workday Management Analyst 4 Camp Murray, WA The Washington Military Department (WMD) is seeking a highly skilled and forward-thinking Business Transition Lead - Workday (Management Analyst 4) to support the successful implementation of the new statewide financial system - Workday. This position plays a critical role in guiding WMD through large-scale organizational change, ensuring business readiness, and aligning operational practices with the new system's processes and capabilities. The ideal candidate brings strong experience in business process transformation, cross-agency coordination, and change management with complex governmental enterprise environments. This is a unique opportunity to drive a modernization effort that will strengthen financial management, improve operational efficiency, and enhance transparency across state government. This is a project position that is anticipated to be funded through June 30, 2027, and reports to the Accounting Manager to ensure agency successful implementation of the Workday accounting system. Responsibilities include: Provide expert direction and guidance for business process re-engineering for each identified task performed to account for financial transactions in preparation for system conversion to Workday. • Collaborate with various subject matter experts and process participants to identify separate tasks requiring unique processes. • Develop strategies, set goals and monitor progress of each task identified. • Coordinate staff to assign work and monitor progress of each activity. Develop and monitor organization change management plans and act as liaison in collaboration with OFM OneWA team, agency staff as Workday stakeholders. • Develop and monitor organizational readiness assessments, gap analysis and resistance management plans that support agency readiness for the Workday transition. • Develop and manage plans, including communication and performance progress metrics. Consult with OneWA team to provide support to Accounting Manager and other leads with overall progress status to maintain deadline goals for system conversion and track overall agency cohesion. • Monitor and report on OneWA deadlines and due dates on various assignments and tasks. • Communicate expected delays and collaborate with methods to stay on track. • Monitor system discrepancies and collaborate with staff to work toward solutions. REQUIRED QUALIFICATIONS Five years of professional level accounting-related experience. A higher education degree (Associate's or Bachelor's) in accounting, auditing, budgeting, business administration or related field may substitute for the required experience on a year-for-year basis. Education to experience equivalency: Associate's degree = 2 years. Bachelor's degree = 4 years. DESIRED QUALIFICATIONS Experience: • Working with Workday (cloud-based enterprise resource planning system). • Developing, analyzing, and updating processes and procedures related to financial operations. • Utilizing Microsoft Office Suite (Word, Excel, TEAMS, Outlook, etc.) to complete complex documents. Knowledge of: • Generally Accepted Accounting Principles (GAAP) • State Financial Reporting System (AFRS), Enterprise Reporting system, and the AFRS financial toolbox. • Accounting system workflows and processes. • Project management and organization change methods. Skills, Abilities and Competencies: • Possess excellent communication skills and the ability to communicate complex fiscal issues to a variety of audiences. • Prepare, reconcile, and analyze worksheets, reports and data. • Demonstrates a willingness to take action to understand and meet the needs of others. • The ability to take action to learn and grow. Compensation: Wage/salary depends on qualifications or rules of promotion. CONDITIONS OF EMPLOYMENT Background Investigation: Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination. Driver's License: • Valid to drive in the State of Washington. • Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire. Military Facility: Willingness to work on a Military Controlled Access Installation. Camp Murray utilizes the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01). This includes possession of an Enhanced Driver’s License, or other REAL ID Compliant Identification. Union Shop Provision: This position is non-represented and will follow the provisions of the Washington Administrative Code (WAC). Work Hours: The standard work schedule is Monday through Friday, 8 hours a day, or a four-day per week schedule, 10 hours per day, with either Mondays or Fridays off. The actual work hours will be established between the employee and supervisor and will start no earlier than 6:00am and end no later than 6:00pm. Telework: This position may be eligible for some telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities and participating in in-person meetings is required. Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.
