The Opportunity WSDOT is currently seeking an Accounting & Reporting Assistant Manager to join our Accounting and Financial Services Division (AFS). AFS plays a vital role in delivering statewide financial services for the Washington State Department of Transportation, ensuring compliance with state and federal regulations and accounting standards. AFS promotes a culture of excellence with our number 1 core process focusing on employee growth, promotion, and retention. As the Accounting and Reporting Assistant Manager, the successful candidate will oversee fund and general ledger accounting, assist with fiscal year/biennium closing activities, maintain the agency’s chart of accounts, and act as a backup to the Internal Control Manager in coordinating the agency’s Internal Control Program. Your expertise will help maintain financial integrity, monitor internal controls, and assist with developing accounting policies as we implement new accounting systems. You will be part of leading an energetic and dynamic team through fostering a collaborative environment and inclusive culture. What to Expect Among the varied range of responsibilities held within this role, the Accounting & Reporting Assistant Manager will: • Ensure accurate reconciliation between WSDOT’S internal accounting system and the state’s accounting system. • Responsible for supervising and development of direct reports. • Act as a designated expert for agency accounting policies and procedures. • Assist with completing fiscal/biennium close disclosures for the Office of Financial Management (OFM). • Back-up the Accounting & Toll Operations Manager regarding communication and coordination with OFM. • Coordinate procedures and controls for general ledger and fund reconciliations. • Monitor accounting systems, request enhancements, and ensure proper internal controls are maintained. • Provide guidance on complying with GAAP, SAAM, federal, and agency accounting policies and procedures including providing training. • Manage and maintain WSDOT’s Chart of Accounts. • Act on behalf of the Accounting & Reporting Manager in the absence of the Manager. Qualifications To be considered for this opportunity, the following competencies are required: • Accounting Expertise: Extensive knowledge of accounting principles, practices, and procedures, including GAAP, fund accounting, and general ledger accounting. Skilled in applying federal and state regulations to financial processes. • Accounting and Financial Analysis: Experience performing senior-level financial review and analysis of accounting and fiscal data in accordance with GAAP, federal and state regulations, and agency guidelines. Skilled in applying accounting principles within complex financial environments. • Chart of Accounts Management: Experience managing and maintaining chart of accounts to ensure accuracy, consistency, and compliance with organizational and regulatory standards. • Communication Skills: Ability to provide excellent customer service, including interacting with customers through verbal, written and face-to-face communication. • Regulatory Compliance: Knowledge of federal, state, and agency-specific fiscal policies and requirements. Ability to ensure accounting and fiscal activities align with applicable laws, standards, and best practices. • Critical Thinking and Decision-Making: Strong analytical and problem-solving skills with the ability to make pragmatic, informed decisions that balance accuracy, efficiency, and organizational needs. • Respect and Equity: Demonstrated ability to contribute to a work environment that fosters respect, inclusion, and equal opportunity for all. It is preferred that qualified candidates also have: • Supervisory and Leadership Skills: Experience supervising accounting professionals with the ability to provide guidance, mentorship, and oversight to ensure quality and accuracy of financial operations. • Government Accounting Expertise: Recent experience working in complex government accounting organizations with knowledge of related policies, practices, and reporting requirements. Proficiency with WSDOT financial systems such as TRAINS, Cognos, and AFRS. • Education and relevant credits: A bachelor's degree in accounting or related field (including a minimum of 24 semesters or 30 quarter credits in accounting). • To review the full Position Description, please follow the directions in the Contact Us section of this posting.
