The HR Data Analytics Program Analyst (Program Analyst II) is responsible for supporting the Human Resources Department in improving decision-making, process efficiency, and program delivery through the use of data analytics and system-driven process improvements. This position performs advanced analysis of HR-related data, develops tools and reports to support stakeholders, and supports the management of key HR programs. Work at this level is distinguished by its independent execution, multi-program scope, and emphasis on data-informed solutions. The role involves extracting and analyzing data from multiple internal and external systems, managing HR process improvements through tools like Smartsheet, and supporting compensation programs that fall outside traditional payroll systems. The position serves as a resource to internal and external stakeholders by responding to data inquiries, developing reports and dashboards, and providing insight into workforce and HR trends. Key Responsibilities: • Extract, clean, and analyze HR data from various internal and external systems to identify trends, patterns, and insights. • Develop and deliver dashboards, visualizations, and reports to support decision-making by HR leadership and stakeholders. • Identify and implement process improvements within HR systems and workflows, including automation and project management through tools like Smartsheet. • Support and coordinate compensation and workforce programs that operate outside traditional payroll systems. • Provide consultation and data analysis to HR program areas, managers, and leadership to inform strategic decision-making. • Respond to ad hoc data requests from leadership, managers, and external stakeholders, ensuring accuracy and actionable insights. • Collaborate with HR professionals and stakeholders to design data-driven solutions to workforce and organizational challenges. • Serve as a subject matter expert on HR data, providing guidance, consultation, and training to enhance HR’s analytical capabilities. • Effectively manage multiple priorities while ensuring timely delivery of analytics and reporting needs. This is an INTERNAL POSTING open ONLY for current employees of the NC Department of Adult Correction and eligible RIF candidates from NC State Government including temporary employees within the NC Department of Adult Correction. • Maintains the ability to collaborate effectively with HR professionals, leadership, and other stakeholders to support decision-making and strategic initiatives. • Possesses a thorough understanding of Human Resources policies, practices, and procedures. • Exhibits in-depth knowledge of HR Information Systems (HRIS), data structures, and reporting capabilities, including the ability to extract, clean, and analyze complex datasets • Possesses extensive experience in analyzing HR data to identify trends, patterns, and areas for improvement, and in presenting findings through clear visualizations and reports. • Demonstrates a proven ability to design and implement process improvements and system-based solutions that enhance HR efficiency and effectiveness. • Exhibits exceptional communication skills, effectively presenting data-driven insights and recommendations orally and in writing to a variety of audiences. • Demonstrate strong analytical and problem-solving skills with the ability to develop data-informed solutions to organizational challenges. Management Preferences: • Experience with data analysis and reporting in North Carolina's Integrated HR-Payroll System (formerly known as BEACON) • Experience with Power BI, automation of workflows, and Smartsheet or similar project management tools. • Intermediate to Advanced skill level in Microsoft Excel. • Ability to integrate data from diverse sources, establish relationships between databases, and present information as a unified source. • Strong analytical and problem-solving skills. Bachelor's degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of assignment; or an equivalent combination of training and experience.
