Salary Grade: NC21 • *Recruitment Range $67,996 - $109,027** • *THIS IS AN ANTICIPATED VACANCY** The CDBG Director leads the development, coordination, and implementation of federal programs such as the Community Development Block Grant (CDBG), Neighborhood Stabilization Program (NSP), and related supplemental programs. The position is responsible for overseeing program development, operations, monitoring, compliance, and the creation of policies and strategies in coordination with senior leaders and cross-agency representatives. Duties include: • Managing public outreach, conducting public hearings, evaluating and selecting projects for grant funding, and overseeing all required federal and state reporting. • Supervising program staff, provides technical assistance to various stakeholders, and ensures compliance with all federal and state regulations through environmental and consistency reviews. This is a full-time 40-hours per week position. This position is Exempt from the Human Resources Act. Management Preferences: These skills are not required but managers may choose to interview/select applicants who demonstrate Management Preferences. • Demonstrated experience (at least four years) and thorough knowledge of the Community Development Block Grant program or other similar programs. • Thorough knowledge of the HUD reporting systems such as Integrated Disbursement Information System (IDIS), SPEARS, and the Disaster Recovery Reporting System (DRGR). • Demonstrated experience in financial management and analysis of CDBG and various HUD-related funding sources. • Demonstrated ability to apply quality standards, policies, and procedures and explain, and interpret them in a clear, concise manner. • Demonstrated history of effectively leading and or project management in a highly organized manner; outcome driven professional who is comfortable balancing numerous demands of significant magnitude.
